Attending the conference were delegates who are members of the Standing Agency of the Steering Committee, the Standing Agency, the Propaganda and Mobilization Agency, and the agencies assisting the Standing Agency of the "Fund for Vietnam's Seas and Islands".

Lieutenant General Truong Thien To, Deputy Head of the General Political Department, Deputy Head of the Standing Committee of the Steering Committee, and Head of the Standing Agency of the Steering Committee for the Fund, chaired the conference.

The conference assessed that, despite the difficulties in 2025, the Standing Agency of the Steering Committee for the "Fund for Vietnam's Seas and Islands" demonstrated a high sense of responsibility, proactiveness, and creativity in advising and organizing implementation; closely coordinating with agencies and units throughout the military and localities; successfully completing assigned tasks, contributing to maintaining the Fund's operations in accordance with its principles and objectives.

Members of the Standing Agency of the Fund Steering Committee, according to their functions and duties, direct subordinate agencies and units to strengthen propaganda and mobilization efforts for the Fund. The Military Region Command directs the military commands of provinces and cities to coordinate with relevant departments, agencies, and units to advise local governments on the establishment and consolidation of the Fund Mobilization Committee (after the implementation of the two-tiered local government system) in accordance with the Fund Steering Committee's guidance on the implementation of the regulations on the management and use of the Fund; to date, Fund Mobilization Committees have been established and consolidated in 24 out of 34 provinces and cities, with 10 provinces and cities yet to establish or consolidate Fund Mobilization Committees...

However, the conference also assessed that the propaganda and mobilization efforts for the Fund's establishment in the past have not been highly effective, failing to widely mobilize interest and support for the Fund's development. Furthermore, some localities have yet to establish a Fund Mobilization Committee as stipulated in the Prime Minister 's Decision.

Major General Be Hai Trieu, Director of the Department of Mass Mobilization and Deputy Head of the Fund's Standing Office, delivered a speech at the conference.

In his concluding remarks at the conference, Lieutenant General Truong Thien To acknowledged and highly appreciated the achievements of the supporting agencies and members of the Standing Office of the Fund's Steering Committee.

To ensure the "Fund for Vietnam's Seas and Islands" operates more effectively in the future, Lieutenant General Truong Thien To requested that agencies and members of the Standing Committee of the Fund's Steering Committee continue to thoroughly implement the decisions and guidelines of the Prime Minister, the Minister of National Defense, and the Head of the Fund's Steering Committee regarding the organization, operation, management, and use of the Fund.

Advising the Steering Committee of the Fund to direct and guide supporting agencies and units throughout the army to seriously and effectively implement tasks in 2026; strengthening propaganda and mobilization efforts to support the Fund; and effectively and practically managing the collection, expenditure, and use of the Fund in accordance with regulations.

Comrade Lo Kien, Deputy Head of the Social Work Department, Central Committee of the Vietnam Fatherland Front, delivered a speech at the conference.

The Deputy Head of the General Political Department also requested the Vietnam Navy, Border Guard, and Coast Guard, according to their functions and duties, to continue effectively implementing programs and models to assist fishermen, combined with disseminating information about the sea and islands; providing support; mobilizing support for the establishment of the Fund; organizing working groups to visit and inspect the Truong Sa Special Zone, the DK1 platform, and coastal islands, while strengthening propaganda work to implement the Prime Minister's Directive on some urgent tasks and solutions to address the European Commission's warning, combat illegal, unreported, and unregulated (IUU) fishing, and promote awareness about the sea, islands, and the Fund.

Directing subordinate units to manage and utilize the Fund effectively; compiling the results of donations from localities, agencies, units, and individuals and sending them to the Standing Agency for consolidation and reporting to the Fund Steering Committee as prescribed.

Major General Nguyen Van Chinh, Deputy Chief of Office of the Ministry of National Defense, spoke at the conference.

Colonel Tran Anh Tuan, Deputy Editor-in-Chief of the People's Army Newspaper, delivered a speech at the conference.

Regarding the People's Army Newspaper and the Army Radio and Television Center, General Truong Thien To requested that the two units intensify the production of news articles, photos, and documentaries to promote awareness of maritime sovereignty and the Fund, and to publish them on digital platforms and the Fund's website. They should also regularly broadcast a special program titled "The Fatherland's Seas and Islands," integrating the promotion and fundraising for the Fund through mass media, especially by coordinating broadcasts on Vietnam Television and Vietnam Radio.

"How can we make all segments of the population aware of the activities of the 'Fund for Vietnam's Seas and Islands,' so that through it, people, especially philanthropists, can express their love for the seas and islands of the Fatherland by supporting and building the Fund?" Lieutenant General Truong Thien To emphasized.

The Head of the Standing Agency of the Fund Steering Committee also directed the Standing Agency of the Fund to continue researching and making recommendations to the Head of the Fund Steering Committee to report and propose to the Prime Minister the issuance of a document on the organization of the Fund to suit the operation of the political system and the two-tiered local government model in the future.
