
On the night of November 25, 2025, storm Koto entered the eastern sea of the central East Sea, becoming storm number 15 in 2025. At 1:00 a.m. on November 26, the center of the storm was at about 11.8 degrees North latitude; 119.6 degrees East longitude; the strongest wind near the center of the storm was level 8, gusting to level 10, moving northwest at a speed of about 20 km/h, with the potential to strengthen and head toward the Central region.
To proactively respond to the storm in the context that the Central region is continuing to overcome the consequences of historic rains and floods that have caused serious damage in the recent past, implementing Official Dispatch No. 34/CD-BCĐ-BNNMT dated November 26, 2025 of the National Civil Defense Steering Committee, the General Staff requests agencies and units to strictly maintain the on-duty regime, proactively monitor and grasp the developments of storm No. 15 and the circulation after the storm causing heavy rain; deploy prevention and control measures, ensure the safety of barracks, warehouses, and works under construction; prepare forces and means to respond promptly and effectively when situations arise; ensure absolute safety of people and vehicles when performing tasks.
Military Regions 4, 5, and 7 directed the Military Commands of provinces and cities to proactively advise local Party committees and authorities, inspect and review response plans and options in accordance with reality; coordinate with departments, branches and sectors to review and identify key natural disaster areas, areas at risk of flash floods, landslides, weak dykes, embankments, lakes, dams, flooded and isolated areas, especially areas severely affected by the recent heavy rains.
Agencies and units proactively help the government and people reinforce houses, evacuate households in areas at high risk of landslides, flash floods, and deep flooding to safe places; ensure the safety of key works, unfinished works, industrial parks, urban areas, residential areas and production activities, and prevent unfortunate human losses due to carelessness and subjectivity; prepare forces and means to respond, overcome consequences and search and rescue.
The General Staff requested the Vietnam Navy and Coast Guard to closely monitor the weather and developments of storm No. 15, ensure safety for forces and vehicles when performing tasks at sea; proactively mobilize forces and vehicles, and be ready to participate in search and rescue when requested.
The Air Defense - Air Force and the 18th Army Corps inspected and reviewed plans, organized forces and vehicles, and were ready to conduct air search and rescue flights when ordered by the Ministry of National Defense .
The Border Guard Command directed the Border Guards of coastal provinces and cities from Quang Tri to Lam Dong to coordinate with local authorities and functional agencies to promptly notify vehicle owners and captains of ships and boats operating at sea of the location and direction of the storm so that they can proactively prevent, avoid, and ensure the safety of people, vehicles, and property; and prepare forces and means to deploy rescue work when situations arise.
The units shall organize implementation and report to the General Staff through the Ministry's Command and the Department of Rescue and Search and Rescue (General Staff) to serve monitoring and direction work.
