At the conference, units discussed ideas to review plans to be ready to respond to the tropical depression and storm No. 15, which is forecast to potentially affect the Southern region in the coming days.

Mr. Tran Quang Hung, General Director of Southern Irrigation Exploitation Company Limited, said that to proactively respond to storm No. 15, the unit has developed a plan to regulate water through the spillway and issued Notice No. 97/TB-TLMN-DTPH dated November 24, 2025 on Adjusting the time and flow of water discharge through the spillway of Dau Tieng reservoir, phase 8/2025.
According to the plan, from November 25 to December 3, 2025, the Company will flexibly discharge water with a flow rate of 36-200 m³/s. In the period before the storm, from 7:00 a.m. on November 25 to the end of November 28 or 29, the reservoir will discharge 200 m³/s to proactively lower the water level, creating flood prevention capacity. After this period, until December 3, based on the development of the storm or tropical depression and tides, the Company will adjust the flow rate accordingly. Specifically, if the weather is stable, the reservoir will continue to discharge 200 m³/s. If there is a flood, the flow rate will be reduced to 36 m³/s to maintain the flow behind the dam in accordance with the inter-reservoir operation process.
Also according to Mr. Tran Quang Hung, based on the forecast bulletin of the National Hydrometeorological Center and the Southern Hydrometeorological Station, this year's flood season is likely to end late and the flood situation may last until December 2025. Therefore, the Company will continue to regularly monitor weather developments and forecast warnings to serve operational regulation; at the same time, the Company will continue to deploy on-duty work to be ready to respond to adverse conditions and serve the work of receiving information from relevant units.
At the same time, the Company continues to monitor natural disasters, water resources and tidal developments to develop appropriate reservoir regulation plans. This will include performing well the role of cutting and reducing floods during high tides; at the same time, having appropriate flood regulation plans according to procedures during low tides.
At the Conference, specialized units assessed the level of impact on flood discharge scenarios from 200-600 m³/s. On that basis, localities in the downstream area of Ho Chi Minh City gave many opinions and proposals to ensure safety during the operation and response to flood discharge situations.
Localities also said that although the level of impact is not as serious as in the Central region recently, they requested that management agencies notify early before regulating flood discharge so that localities and people can proactively prepare, in parallel with notifications on specialized systems.
Mr. Nguyen Xuan Hoang, Deputy Director of the Department of Agriculture and Environment of Ho Chi Minh City, highly appreciated the proactiveness of units in disaster prevention and control.
Mr. Hoang also suggested that although flood discharge scenarios have been calculated, localities absolutely must not be negligent or subjective; need to regularly update information, deploy timely response measures to minimize possible damage; at the same time, request the management and operation unit of Dau Tieng reservoir to promptly coordinate with localities in providing information and deploying response plans, to ensure safety for downstream areas in all situations.
