Hanoi National University surveys, assesses natural disasters and provides emergency support to flood victims

On November 26, a working delegation of Vietnam National University, Hanoi (VNU) led by Director Assoc. Prof. Dr. Hoang Minh Son conducted a field survey in Dak Lak province.

At the meeting, VNU Director Hoang Minh Son presented the province with 1 billion VND to support people affected by floods. This is the first activity in a series of emergency support programs of VNU for the Central Highlands provinces after the recent natural disasters.

At the meeting, Standing Vice Chairwoman of Dak Lak Provincial People's Committee Ho Thi Nguyen Thao highly appreciated the sense of responsibility and timely support of VNU, especially Director Hoang Minh Son and experts directly surveying the scene and sharing difficulties with the people. She expressed her belief that the scientific team of VNU will propose fundamental and feasible solutions to help the locality overcome the consequences of natural disasters in both the short and long term.

The delegation visited the Central University of Civil Engineering - the unit that is coordinating to support Dak Lak and Phu Yen in assessing the scene after the flood. Here, scientists from both sides quickly exchanged initial results, shared data and comments to ensure that the assessment of the causes and consequences of natural disasters is carried out objectively and promptly. The delegation directly presented emergency aid gifts to people in areas that suffered heavy damage. During the survey, the delegation inspected the Song Ba Ha Hydropower Plant and Dong Cam Dam - two important works in regulating the flow.

Field observations showed that many steep hillsides showed signs of landslides after prolonged heavy rain; some locations of rock and soil lost their structure, potentially posing a risk of collapse. In neighboring residential areas, large amounts of mud and soil fell, causing congestion and putting pressure on the drainage system. The team also surveyed the North-South Expressway section that had been deeply flooded. This is where the flow changed dramatically due to the valley terrain combined with prolonged rain. Experts said that this area needs to be closely monitored for drainage capacity to avoid recurrence of deep flooding if more extreme rain occurs.

Director Hoang Minh Son said that the consistent spirit of VNU is “accompanying – sharing – providing practical support”. Relief activities are organized in a compact manner, not creating additional pressure on local authorities who are focusing on overcoming the consequences. He emphasized that support must go to the right people, at the right time and in the right need.

VNU Director Hoang Minh Son suggested that it is necessary to clearly identify the root causes of deep flooding and landslides, including: exceptionally heavy rainfall, terrain, drainage capacity, safety level of irrigation and hydropower reservoirs and the impact of infrastructure works. He said that in complex natural disasters, localities need a real-time “situational map” that integrates data on flood levels, number of households needing to be evacuated, landslide-prone areas, reservoir information and traffic conditions to coordinate rescue effectively.
