The Management Board of Ho Chi Minh City High-Tech Park (SHTP Management Board) has just sent a document to the Department of Natural Resources and Environment (now the Department of Agriculture and Environment) regarding the transfer of files of projects that have not yet put the land into use and show signs of violating Clause 8, Article 81 of the 2024 Land Law.
SHTP Management Board said that after inspecting 37 land-related projects (group 1), 28 projects have not put the land into use at all, 9 projects have put the land into partial use with phase division.

Many projects were assigned large areas such as: Bivid Pharmaceutical Factory Project with an area of 80,955 m2; Fulbright University Vietnam 150,316 m2; Blue Ocean Park high-rise ready-built factory project with an area of 48,894 m2... but up to now the land has not been put into use.
In addition, a comprehensive inspection of land, construction, environment, implementation of investment commitments and R&D commitments (group 2) for 26 projects showed that 12 projects had completely used the leased land area, 13 projects had partially used the land, and 1 project did not use the land (factory lease).
After reviewing, SHTP transferred to the Department of Agriculture and Environment the files of 21 projects (Group 1) that have not yet put the land into use and show signs of violating Clause 8, Article 81, Land Law 2024 for consideration and handling according to authority.
SHTP Management Board is also reviewing the remaining projects. If there are signs of violating Clause 8, Article 81 of the 2024 Land Law, the dossier will be transferred to the Department of Agriculture and Environment for consideration and handling.
Currently, Ho Chi Minh City is reviewing the progress of slow-moving projects in the High-Tech Park. Any projects that are slow to put land into use and violate land regulations will be revoked to create land funds to attract investment in the fields of biotechnology, electronics, microchips, and semiconductors.
