
Support content on technology transfer and application of science and technology in industrial and handicraft production focuses mainly on strong processing industries such as tea, honey, beef and some other key agricultural and forestry products.
In the 2021-2025 period, Tuyen Quang province has implemented 113 projects to support rural industrial establishments with a total budget of about 22 billion VND, of which the national industrial promotion fund implemented 24 projects and the local industrial promotion fund supported the implementation of 89 projects.
Through supporting the application of advanced machinery and equipment, it has helped rural industrial establishments improve machinery and equipment in production, automate production lines, and improve product quality.

Mint honey is the main product of Binh An Agricultural Import-Export Company Limited, Lung Thang village, Quan Ba commune. Recently, with support from the industrial promotion fund, the company has invested in buying a honey lowering machine to improve product quality.
Mr. Le Trung Kien, Director of Binh An Agricultural Products Import-Export Company Limited, said that with the support of the Center for Industrial Promotion and Trade Promotion of Tuyen Quang province, the cooperative has invested in purchasing a water-launching machine worth more than 500 million VND, of which 200 million VND is supported by industrial promotion capital.
With the hydrolysis machine, the company's honey quality is better and has higher value because newly exploited honey contains more than 20% water. When it goes through the hydrolysis machine, the amount of water in the honey will be reduced, thereby helping the honey not to become carbonated or sour.
Since using the hydro-lowering machine, the company's honey quality has been improved. Currently, the company is cooperating with 2 cooperatives and 8 households in production, with an annual output of more than 6 tons of mint honey, exported to international markets such as Korea and Canada. The company's mint honey products have achieved 3-star OCOP certification in 2024, and are aiming to achieve 5-star OCOP certification in the near future.

Ms. Le Thi Thu Hang, Director of the Center for Industrial Promotion and Trade Promotion of Tuyen Quang province, said that the support projects were carefully selected and practically associated with the local national program of One Commune One Product (OCOP). From there, it helps many rural industrial establishments meet the capital needs to invest in modern equipment in production, improve productivity, product quality, and increase product value. In particular, it creates conditions for industrial establishments in the province to build many products that meet OCOP standards.
Along with supporting technology transfer and application of scientific and technical advances in industrial and handicraft production, industrial promotion activities in Tuyen Quang province also focus on supporting enterprises, cooperatives, and business households in building and registering trademarks; consulting on product label and packaging design; supporting participation in voting for rural industrial products, bringing products to introduce and promote at domestic and foreign fairs.
Trade promotion activities and promotion of typical rural industrial products are organized regularly, contributing to supporting establishments to expand markets, diversify distribution channels, and improve competitiveness. Creating conditions for enterprises, cooperatives, and business households to boldly invest in facilities, purchase and install machinery and equipment, register trademarks, and consult on product packaging design.

Besides positive results, industrial promotion work in Tuyen Quang still has some difficulties and limitations that need to be resolved soon.
First of all, the work of synthesizing the needs of rural industrial establishments is still slow and inconsistent, because many communes and wards do not have specialized staff to do industrial promotion work. In addition, the qualifications of some establishments are still limited, leading to low quality of project development, and the completion of procedural documents still faces many difficulties, affecting the implementation progress.
In addition, some projects have not yet been exploited in depth and have not fully utilized the available local potential in the fields of agriculture, forestry, and construction materials.
Faced with that reality, the leaders of the Department of Industry and Trade of Tuyen Quang province requested the Ministry of Industry and Trade to continue to pay attention and arrange a stable national industrial promotion fund in a focused and key direction, prioritizing support for mountainous localities in technological innovation and developing typical rural industrial products. At the same time, it is necessary to strengthen the construction of technical demonstration models associated with the orientation of green, sustainable development and circular economy.

On the local side, it is necessary to proactively arrange counterpart funds, and effectively integrate programs such as OCOP, new rural areas, trade promotion, and innovation to increase spillover and avoid duplication in investment.
Strengthen coordination between levels and sectors, especially between provincial industrial extension officers and commune and ward level officers in developing plans and selecting projects suitable to the potential and advantages of each locality. Prioritize support for processing industries with strengths, using local raw materials, being environmentally friendly and employing a lot of labor, contributing to the sustainable development of rural industry.
