Vietnam Social Security (VSS) has just held an online conference on controlling health insurance medical examination and treatment costs.
According to the report of the Vietnam Social Security agency, in the first 4 months of the year, the cost of health insurance examination and treatment nationwide increased higher than the same period last year. Some provinces and cities have seen a large increase in the cost of health insurance examination and treatment such as: Ho Chi Minh City, Hanoi , Thanh Hoa, Nghe An, Da Nang, Can Tho, Phu Tho, Hai Phong, Dong Nai, Dak Lak, Thai Binh, Bac Giang, Quang Ninh...
According to localities, a number of factors have led to an increase in the number of health insurance visits, average inpatient and outpatient treatment costs in general and in some provinces; the rate of emergency appointments, testing, inpatient treatment, diagnostic imaging, etc. have all increased.
At the conference, Social Insurance of provinces and cities including Yen Bai, Bac Giang, Quang Binh, Lao Cai, Ho Chi Minh City, Hanoi... reported and explained the increase in health insurance examination and treatment costs in the first 4 months of the year.
Mr. Nguyen Duc Hoa - Deputy General Director of Vietnam Social Security said that currently, according to Decree 75 of the Government, the Social Security agency is allowed to regularly notify the cost of health insurance examination and treatment to medical facilities, for self-review and reasonable adjustment.

The conference was held online with the participation of local Social Insurance.
Social insurance agencies in localities need to seriously and effectively implement this tool; at the same time, they need to strengthen research, have initiatives and solutions in controlling health insurance examination and treatment costs according to regulations, prevent waste and abuse, and ensure the rights of participants.
To support local social insurance agencies, Vietnam Social Insurance has built and supplemented a system to synthesize and report indicators and requirements according to Decree No. 75. Accordingly, the situation of using health insurance medical examination and treatment costs in each province will be detailed in terms of inpatient treatment, testing, and diagnostic imaging; with evaluation and comparison with the whole country and by region; and pointing out issues that need to be focused on inspection and review.
“This is an effective and important tool. Directors of Social Insurance at localities need to increase access and use to serve management work; at the same time, enhance the responsibility of Social Insurance Directors of provinces and cities in thoroughly resolving issues within their authority, and clearly agree with the Department of Health for implementation,” said Deputy General Director Nguyen Duc Hoa.

Mr. Nguyen Duc Hoa - Deputy General Director of Vietnam Social Security requested units to control health insurance examination and treatment costs well, avoiding abuse.
The leaders of Vietnam Social Security requested that in the coming time, the entire industry continue to actively participate in perfecting and developing policies on health insurance, especially the amendment and supplementation of the Law on Health Insurance being submitted to the National Assembly.
The Health Insurance Policy Implementation Board needs to closely follow relevant agencies to contribute ideas and develop, focusing on the content of health insurance appraisal work.
Social insurance agencies of localities need to closely follow the direction and viewpoint of Vietnam Social Insurance in coordinating, exchanging and giving opinions on issues with the Department of Health. In the work of controlling health insurance medical examination and treatment costs, social insurance agencies of localities need to review and arrange the appraisal department reasonably, improve the efficiency and capacity of the Health Insurance Appraisal Department; study and establish a team to handle warnings about high average costs at medical facilities in the area.
