Firmly aiming for growth of 8.3 - 8.5% by 2025

On the morning of July 16, at the Government Headquarters, Prime Minister Pham Minh Chinh chaired an online conference between the Government and localities on economic growth scenarios and tasks and solutions to achieve the growth target for 2025. The conference was connected online to 34 provinces and centrally run cities and communes, wards and special economic zones.

Attending at Hung Yen bridge were comrades: Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Vu Kim Cu, Member of the Provincial Party Standing Committee, Head of the Provincial Economic Zone Management Board; Vice Chairmen of the Provincial People's Committee: Pham Van Nghiem, Lai Van Hoan, Nguyen Hung Nam.

Speaking at the opening of the conference, Prime Minister Pham Minh Chinh emphasized that since the beginning of the year, Vietnam has been carrying out many breakthrough, strategic, and fundamental tasks, both short-term and long-term, such as: implementing the revolution to reorganize the apparatus and reorganize the country; submitting to the Politburo for promulgation and implementation of 4 important resolutions; and developing and submitting to competent authorities resolutions related to education and training, health care, and culture. Regarding economic growth, Vietnam has maintained macroeconomic stability, controlled inflation, promoted growth, ensured major balances of the economy; maintained independence, sovereignty, unity, territorial integrity, political stability, and social order and safety. In the first 6 months of the year, the economy achieved a growth rate of 7.52%.

Based on the practical situation, the Ministry of Finance proposed two growth scenarios for 2025, in which it recommended choosing the growth scenario of 8.3 - 8.5% as the management target, creating momentum for double-digit growth or more in the period 2026 - 2030.

The conference discussed and listened to reports assessing the growth scenarios of ministries, branches, localities and large economic groups. In particular, it focused on recommendations and solutions to difficulties and obstacles related to planning, institutions, and fiscal policies to promote disbursement of public investment capital, increase investment resources for the whole society, etc.

Concluding the conference, Prime Minister Pham Minh Chinh emphasized: The growth target of 8.3 - 8.5% in 2025 is difficult but must be achieved. The Prime Minister requested the entire political system to be highly determined, take drastic actions, and implement with focus and key points, ensuring the motto of clear people, clear work, clear time, clear responsibility, clear authority and clear results. The State Bank needs to operate flexible monetary policy, stabilize exchange rates, and reduce interest rates to support production and business. Prioritize resources and train human resources for new economic sectors such as green economy, digital economy, and circular economy. Fiscal policy needs to be expanded reasonably, disburse 100% of public investment capital, save expenses, and focus on key projects. Agriculture must ensure food security and diversify export markets. It is necessary to develop cultural industries, promote promotion, and aim to welcome 25 million international visitors. Localities need to be proactive, specify growth targets in line with reality, and attach responsibility to leaders. Prioritize the elimination of temporary housing, complete social housing targets, build a team of grassroots cadres with sufficient capacity, close to the people, and close to reality. Focus on organizing party congresses at all levels in accordance with regulations.
