Real To implement the provisions of the Law on Road Traffic Safety and Order 2024; the Road Law 2024 and the provisions of Clause 2, Article 24, Decree No. 165/2024/ND-CP, dated December 26, 2024, a series of 4-wheel electric passenger vehicles in Quang Tri are forced to temporarily stop operating from July 1, 2025. According to regulations, for 4-wheeled passenger vehicles with engines, they are only allowed to operate on routes with signs indicating a maximum operating speed of 30km/h applicable to all vehicles participating in traffic.
However, the current routes have not been marked, causing tram operations to stagnate during the peak tourist season, causing difficulties for drivers and businesses.

Faced with this situation, the Department of Construction held a meeting with the Provincial Police, the Department of Culture, Sports and Tourism, the Quang Tri Automobile Transport Association and related localities. At the meeting, according to the Department of Construction's assessment, Quang Tri province currently has 7 units permitted to invest in piloting the transport of tourists by 4-wheel electric vehicles with a total of 100 vehicles and operating on 27 routes in the wards of Dong Hoi, Dong Thuan and Dong Son, including 42 stops and parking points; operating hours are from 6:00 a.m. to 11:00 p.m. in the summer and from 7:00 a.m. to 10:00 p.m. in the winter. This type of transport is highly appreciated for its environmental friendliness, low noise, low speed and unique color of Dong Hoi beach tourism.
However, in reality, 27 routes that allow electric vehicles to operate currently do not have signs indicating a maximum speed of 30km/h. Meanwhile, a representative of the Department of Construction said that adding a 30km/h speed limit sign is not feasible on main routes because it could cause congestion and hinder other vehicles; at the same time, the 30km/h speed limit sign should only be applied in internal areas, such as resorts, tourist areas, martyrs' cemeteries, etc., while public roads are not suitable for applying this regulation to all vehicles.
On that basis, the Department of Construction proposed that the Provincial People's Committee recommend the Ministry of Construction to study and advise the Government to consider amending the provisions in Clause 2, Article 24, Decree No. 165/2024/ND-CP, to suit the practical operation of 4-wheel electric vehicles carrying people with engines.
