That is one of the recommendations of the Agricultural, Forestry and Fishery Training Club under the Association of Vietnamese Universities and Colleges sent to the Prime Minister, the Central Propaganda Department, the Ministry of Education and Training , and the Ministry of Agriculture and Rural Development.

The proposed content aims to provide some solutions to overcome difficulties in training high-quality human resources to serve agricultural development.
According to this club, Vietnam's agriculture and rural areas have developed remarkably in recent times, are a strength and a pillar for the economy , so they need to be promoted.
However, high-quality human resources in the fields of agriculture, forestry and fisheries are and will be lacking in both quantity and quality compared to immediate and long-term needs.
In fact, the demand for students in this field has been low in recent years. The university admission results of this field have tended to decrease seriously, reaching only 30-50% of the required enrollment target and enrollment from the floor score, leading to low quality of incoming students.
Meanwhile, the demand of recruiting units for workers in the agricultural sector with college degrees or higher is very high, about 46,000 people/year.
In fact, the number of annual enrollments only meets about 11.2% of the demand. This leads to the risk of lagging behind in agricultural and rural development in the next 5-7 years.
In order to soon have solutions to handle difficulties in training human resources in agriculture, forestry and fisheries in particular and the development process of agriculture and rural areas in general, the Agriculture, Forestry and Fisheries Training Club recommends some contents:
It is recommended to have a policy to increase investment in higher education, and to have a policy to order training for essential and difficult-to-enroll traditional professions such as: plant science, soil science, forestry, forest product processing, animal husbandry, aquaculture, etc.
In particular, the club also recommended that the Government and ministries and sectors establish a scholarship fund/budget subsidy fund for universities to support tuition fees and scholarships for students studying in the fields of agriculture, forestry and fisheries such as pedagogy (according to Decree 116/ND-CP dated June 25, 2020 of the Government on policies to support tuition fees and living expenses for pedagogy students).
Recommend appropriate strategies and policies for the media system to direct and orient information for society, especially the youth, to have a correct awareness of the important role of agriculture, forestry and fisheries in solving global challenges on food and environment; as a pillar for Vietnam's economy.

Honor those who dare to work in this field. At the same time, there should be appropriate salary, bonus and incentive policies for the workforce in the agricultural and rural sectors.
The Club also recommends promoting communication to enhance the role and responsibility of enterprises using human resources in the fields of agriculture, forestry and fisheries in reinvesting in training and scientific research to improve the quality of human resources.
Tuition support level for pedagogical students according to Decree 116:
Teacher training students are supported by the state to pay tuition fees equal to the tuition fees of the teacher training institution where they study.
Pedagogy students are supported by the state with 3.63 million VND/month to cover living expenses during their time studying at school.
