On the evening of January 14, 2023 (ie December 23, the year of the Tiger), at the National Convention Center (Hanoi), the art program "Spring Homeland 2023" with the theme "Country of belief and aspiration" took place, organized by the State Committee for Overseas Vietnamese, the Ministry of Foreign Affairs in coordination with relevant agencies.
The program was attended by more than 3,000 delegates who are leaders of the Party, State, ministries, central and local departments and branches, including nearly 1,000 delegates who are overseas Vietnamese returning home to celebrate the Lunar New Year.
Speaking at the "Homeland Spring 2023" program, on behalf of the leaders of the Party, the State, and the Vietnam Fatherland Front, President Nguyen Xuan Phuc cordially welcomed representatives of overseas Vietnamese from all over the world to visit their homeland, the motherland of Vietnam, to join compatriots across the country and their beloved families in a warm reunion to celebrate Tet. "Sticking to the homeland is a beautiful traditional culture of the nation, which anyone with Vietnamese blood cannot forget, as the song says, "If you do not remember your homeland, you will not grow up to be a human being" - the President said.
According to President Nguyen Xuan Phuc, in a difficult context, 2022 was a year in which the entire Vietnamese people joined hands under the leadership of the Party and State, strongly promoted internal strength, effectively combined with international resources, overcame difficulties and challenges, took advantage of opportunities and achieved many great and important achievements.
In terms of socio-economy, the COVID-19 pandemic has been basically controlled, gradually opening up in the new normal state from March 15, 2022, which is the basis for socio-economic recovery and development. The macro-economy remains stable, inflation is controlled at 3.25%; GDP in 2022 increased by 8.02%, the highest in the past 11 years and ranked first in the region; trade turnover reached 732 billion USD, trade surplus 11.2 billion USD, disbursed FDI capital reached 22.5 billion USD, up 13.5%. Vietnam's Global Innovation Index (GII) ranked 48/132 countries.
Growth quality has been increasingly improved. People's lives have continued to improve, and social and political stability has been maintained. Party building has been promoted; the prevention and suppression of corruption and negativity have been vigorously implemented, achieving many results. The socialist rule of law state has continued to be perfected. Independence, sovereignty, territorial integrity of the country and national security have been maintained.
Vietnam’s international position has been enhanced in both bilateral and multilateral cooperation. For the second time, Vietnam was elected to the United Nations Human Rights Council. During his visit in September 2022, the UN Secretary-General assessed Vietnam as “an important partner” and “has made many substantive and effective contributions”.
With the help of international organizations and countries, vaccine diplomacy has been effectively implemented, with 266 million doses of vaccine administered, Vietnam is in the Top 6 countries with the highest vaccination rate. Our method of preventing the COVID-19 epidemic is a good experience for many countries in the world. In May 2022, the 31st SEA GAMES with tens of thousands of participants, but was successfully organized and ensured good epidemic prevention safety.
“Although there are still many limitations and shortcomings that need to be focused on overcoming, in general, we have not only overcome a year full of challenges and difficulties but also reaped remarkable achievements in the spirit of “dual responsibility” for both national interests and global responsibilities,” President Nguyen Xuan Phuc emphasized.
The President said: In many forms and in different fields, our overseas Vietnamese have made important contributions both materially and spiritually to the cause of building and defending the Fatherland. The overseas Vietnamese community has expanded trade and investment cooperation, contributing tens of billions of VND to support the fight against the COVID-19 pandemic and overcoming the consequences of natural disasters, storms and floods... The overseas Vietnamese community is also a "catalyst" that makes important contributions to the success of our country's foreign affairs activities. Through cultural and religious exchange activities, overseas Vietnamese have been and are contributing to preserving identity, promoting images and Vietnamese cultural values abroad and forming a network of ambassadors of friendship with other countries... Many overseas Vietnamese businessmen have become famous and strong. Associations and networks of overseas Vietnamese businessmen have been and are actively bringing Vietnamese goods to the world market, at the same time bringing businesses and multinational companies to Vietnam to cooperate in business and investment. As of October 2022, there have been 385 FDI investment projects of overseas Vietnamese in 29 countries and territories with a total registered capital of more than 1.7 billion USD, mainly focusing on the fields of processing technology, manufacturing, real estate business, accommodation... Many projects operate effectively, contributing significantly to the development of localities, creating many jobs, contributing to the budget... The amount of remittances sent home is increasing, equivalent to 7% of GDP and is a very valuable resource for the country... The team of more than half a million overseas intellectuals is an important source of gray matter, has been participating in scientific and creative activities, building a startup ecosystem, improving the quality of human resources, developing domestic technology, contributing to realizing the goal of making our country a developed, high-income country by 2045 according to the Resolution of the 13th Party Congress.
President Nguyen Xuan Phuc hopes that our overseas Vietnamese – the children of Lac Hong blood – will always remember “one word of copper” as Uncle Ho taught, to join hands in action to ignite the spirit of patriotism for a prosperous and powerful Vietnam.
Speaking at the Program, Minister of Foreign Affairs Bui Thanh Son affirmed that the work on overseas Vietnamese, one of the four focuses of the diplomatic sector, continues to be strongly and comprehensively implemented. Last year was the first year of implementing Resolution 169 promulgating the Government's Action Program on continuing to promote the implementation of Resolution No. 36, Directive No. 45 and Conclusion No. 12 of the Politburo on the work on overseas Vietnamese in the period of 2021 - 2026.
Minister Bui Thanh Son said: The work of caring for and supporting compatriots and the work of national solidarity, mobilizing overseas Vietnamese resources continues to be focused on. High-ranking leaders of the Party and State pay great attention and spend time directly visiting our compatriots in many countries around the world during their overseas trips. Many activities connecting overseas Vietnamese with their homeland were organized immediately after the international community reopened, such as the Spring Homeland 2022 program, Hung Kings' Commemoration Day, Overseas Vietnamese delegation visiting Truong Sa and DK1 Platform, Vietnam Summer Camp, etc. Activities to support legal status and life for compatriots, especially in difficult areas such as Ukraine and Cambodia, were actively, promptly and effectively implemented. This continues to affirm the Party's policy and guidelines regarding the overseas Vietnamese community as an inseparable part and an important resource of the Vietnamese people; At the same time, it more clearly demonstrates the affection and responsibility of the Party and State in caring for our compatriots abroad.
According to the Minister of Foreign Affairs, the important achievements that our country has achieved today have had the invaluable contribution of our compatriots abroad. Our overseas compatriots are increasingly in agreement with and supportive of the cause of innovation and are ready to shoulder the country's important responsibilities, contributing to the gradual successful implementation of the important goals set by the 13th Party Congress.
Minister Bui Thanh Son affirmed: Thoroughly grasping the policy of our Party, overseas Vietnamese are flesh and blood, an inseparable part of the Vietnamese ethnic community, the Foreign Affairs sector together with all levels and sectors synchronously and resolutely implement the policies and guidelines of the Party and State and care for and support overseas Vietnamese. Representative agencies must truly be reliable supports, a warm home for the solidarity of our compatriots abroad.
The art exchange program “Spring Homeland 2023” with the theme “Country of Faith and Aspiration” was elaborately and impressively staged with the participation of many famous artists. The program is diverse in types and genres, clearly demonstrating the development of Vietnamese music and art, harmoniously preserving and promoting the cultural values and fine traditions of the nation.
The 2023 “Homeland Spring” program for the overseas Vietnamese community is the largest political, foreign affairs and cultural activity in early 2023 to connect overseas Vietnamese with the country. This is also an opportunity for Party and State leaders to listen to the thoughts and aspirations of overseas Vietnamese and honor overseas Vietnamese groups and individuals who have made many contributions to the homeland./.
