Kim Son focuses on site clearance for 500kV transmission line project

With the goal of completing the Nam Dinh I - Thanh Hoa Thermal Power Plant 500kV Transmission Line Project by June 2024 and putting it into use, at this time, in addition to the main task of completing site clearance, Kim Son district (the locality where the project passes through) is closely coordinating with the investor and contractors to speed up the construction progress to ensure compliance with the requirements set forth by the Prime Minister.

The 500kV Nam Dinh I Thermal Power Plant - Thanh Hoa Power Line Project belongs to the 500kV Circuit 3 Power Line Project (from Quang Trach, Quang Binh - Pho Noi, Hung Yen) including 4 projects with a total length of about 515 km, passing through 9 provinces: Quang Binh, Ha Tinh, Nghe An, Thanh Hoa, Ninh Binh, Nam Dinh, Thai Binh , Hai Duong, Hung Yen.

The projects play a particularly important role in connecting the inter-regional power grid, contributing to supplying electricity to the North in the coming time; improving the stable reserve level at the North-Central interface, contributing to supplementing capacity from power sources in the North Central region to the load center in the North; transmitting capacity of thermal power plants and renewable energy plants in the North Central region to the national power system.

The project passes through 11 communes: Kim Dinh, An Hoa, Hung Tien, Nhu Hoa, Quang Thien, Dong Huong, Kim Chinh, Thuong Kiem, Luu Phuong, Tan Thanh and Dinh Hoa of Kim Son district, with a route length of 7.7 km and 21 pole positions. The land use area of the project is 3.79 ha. Of which, rice land is 2.48 ha; remaining agricultural land is 0.66 ha; non -agricultural land is 0.6 ha; unused land is 0.06 ha. The project involves 93 households affected by land acquisition with a total area of 2.48 ha of rice land for pole bases and 24 households affected by the power line corridor with the expected acquisition area: 1,850.1 m2 of rural residential land, 1,242.8 m2 of perennial crop land, 1,942.7 m2 of aquaculture land; It is expected that about 15 households will need resettlement.

Recognizing the significance and importance of the project, compensation and site clearance work has been directed with great attention; propaganda and mobilization work for households and individuals whose land is recovered has been stepped up. By February 24, 2024, the entire land area serving the project related to households and individuals in 11 communes in Kim Son district had been issued a notice of land recovery by the District People's Committee. The district has completed the inventory of 100% of construction assets, architectural objects, crops and livestock in the 500 kV power line corridor; publicly announced the compensation and site clearance support plan for Kim Dinh commune; is submitting the plan to competent authorities for appraisal and approval. Currently, the Department of Natural Resources and Environment has requested the appraisal of a specific land price plan as a basis for formulating a compensation and support plan when the State recovers land in Kim Son district to implement the 500 kV Power Line Project of Nam Dinh I Thermal Power Plant - Thanh Hoa.

Comrade Nguyen Cao Son, Vice Chairman of Kim Son District People's Committee said: Many projects are being implemented in Kim Son district. However, Kim Son district is well aware that this is the most important and urgent project that the Government, the Prime Minister, and the Ministry of Industry and Trade are paying attention to and regularly directing. Departments, branches, and localities in the province are also prioritizing the highest resources to meet the progress targets proposed by EVNNPT. Therefore, during this time, the district will work regardless of holidays to join hands with EVNNPT/NPMB to ensure the fastest implementation procedures, meeting the project progress targets.

According to the summary report of the Northern Power Project Management Board - the representative of the Investor stated: Ninh Binh is the first province to hand over the entire area of land for project construction. In particular, the work of compensation and site clearance has been directed with great attention; propaganda and mobilization work for households and individuals whose land has been recovered has been promoted. At the same time, the People's Committee of Kim Son district is closely coordinating with related entities, clearly defining each part of the work that the locality, enterprises, and contractors must do, the district has mobilized related households to lend land and roads for construction purposes.

The Investor's representative also affirmed that the 500 kV transmission line project of Nam Dinh I - Thanh Hoa Thermal Power Plant is the earliest component to be implemented among the 4 projects of the 500 kV transmission line project, circuit 3 (from Quang Trach, Quang Binh - Pho Noi, Hung Yen). Immediately after implementation, the project quickly completed the selection of contractors and signed contracts. Up to now, the foundation has been completed at 16/21 locations, and pole erection is underway at 4/16 locations. The construction contractor has developed a construction plan in accordance with the Investor's requirements. In the context of urgent construction time, the Investor wishes to continue to coordinate more closely with Kim Son district to mobilize maximum local forces, including local construction enterprises, to concentrate machinery, workers, and materials to construct the project to ensure progress. At the same time, together with the locality, ensure the safety of people and property; Fire prevention and fighting, accident prevention and injury prevention during construction.
