At about 5:00 a.m. on October 27, Ms. A went into labor while it was raining heavily and the floodwaters were rising.

Upon receiving the information, the team of doctors and midwives from Loc An Commune Health Station urgently instructed the village medical staff and local people to help the mother give birth successfully. Local authorities, functional forces and the team of doctors and midwives from the station also quickly swam to the mother's house to provide post-natal support.

"The local authorities had carefully checked the situation of the households before, but Ms. A. lives outside the locality and has just returned, so updating information was difficult. However, when hearing the information that support was needed, the forces immediately coordinated quickly to provide successful support," said a representative of the People's Committee of Loc An commune.

In addition, at around 3:00 a.m. on October 27, 2025, local authorities sent forces by boat to take Ms. Truong Thi Toan in Nam village to a medical facility after receiving a report from her family that she had symptoms of unusual vomiting.

Forces took people to the emergency room at dawn

In Loc An commune, due to heavy rain, 8/29 villages were completely flooded, including Chau Thanh, Hai Ha, Nam Phuoc, Mieu Nha, Dong An, Dong Xuan, Que Chu, Dong village, the main means of transportation was using boats and small canoes to access. There were over 50 roads, underground, overflow and markets flooded from 50cm - 150cm.

The plan to evacuate people to cope with storms, floods, flash floods, and landslides includes: 182 households/534 people, of which, the on-site evacuation area is 143 households/382 people, the concentrated relocation area is 39 households/152 people. Up to now, the locality has evacuated 197 households (574 people) on-site.

The commune police force has put up ropes and warning signs at culverts, spillways, and flooded areas. The local government continues to direct relevant agencies and units to regularly inform the local people to proactively implement solutions to respond to heavy rains in 3 forms: on the loudspeaker system, mobile vehicles, and on social networking sites Facebook and Zalo.
