Specifically, according to a representative of the Loc An Commune People's Committee, the case involves Ms. TTNA (born in 1987), originally from Loc An Commune but married to a man from Hung Loc Commune. Due to her impending childbirth, Ms. A returned to her mother's home in Que Chu Hamlet, Loc An Commune, to await delivery. Around 5:00 AM on October 27th, Ms. A went into labor amidst heavy rain and rising floodwaters.
Upon receiving the information, the doctors and midwives at Loc An Commune Health Station urgently guided the village health workers and local residents to assist the woman in giving birth successfully. Local authorities, functional forces, and the doctors and midwives from the station also quickly rowed boats to the woman's house to provide postpartum support.

Simultaneously, local authorities, in coordination with the Command of Defense Zone 3 - Phu Loc, brought a boat to Ms. A.'s house and coordinated with waiting forces to transport the pregnant woman to Phu Loc Medical Center for care. "Local authorities had thoroughly reviewed the situation of the households beforehand, but Ms. A. lived outside the area and had only recently returned, so updating information was difficult. However, upon hearing about the need for assistance, the forces immediately coordinated quickly to provide successful support," a representative of Loc An Commune People's Committee shared.
Additionally, at approximately 3:00 AM on October 27, 2025, local authorities dispatched a team by boat to transport Ms. Truong Thi Toan from Nam village to a medical facility after receiving a report from her family about unusual vomiting symptoms.

In Loc An commune, due to heavy rain, 8 out of 29 villages were completely flooded, including Chau Thanh, Hai Ha, Nam Phuoc, Mieu Nha, Dong An, Dong Xuan, Que Chu, and Dong villages. The main means of access was by small boats and canoes. Over 50 roads, culverts, spillways, and markets were flooded to a depth of 50cm - 150cm.
The evacuation plan to respond to storms, heavy rains, flash floods, and landslides includes 182 households/534 people, of which 143 households/382 people will be evacuated in place and 39 households/152 people will be relocated to designated resettlement areas. To date, the locality has evacuated 197 households (574 people) in place.
The commune police force has cordoned off areas and placed warning signs at underpasses, overflows, and flooded areas. Local authorities continue to direct relevant agencies and units to regularly inform residents in the area to proactively implement solutions to respond to heavy rain through three methods: via public address systems, mobile vehicles, and social media platforms such as Facebook and Zalo.
