(kontumtv.vn) – On March 31, the Ministry of Construction officially assigned Project Management Board 85 to prepare a pre-feasibility study report for the Quang Ngai- Kon Tum Expressway Investment Project. Thus, after nearly three months of planning, the Ministry of Construction is taking the necessary steps to implement the construction of the expressway in the two localities.

To better understand this content, a reporter from Kon Tum Provincial Media Center had an interview with Mr. Dam Phuc Tuyen, Deputy Director of the Department of Construction.

Reporter : Sir , could you please give us some key information about the Quang Ngai - Kon Tum Expressway Construction Investment Project ?

Mr. Dam Phuc Tuyen - Deputy Director of Kon Tum Provincial Department of Construction: First, let's talk about planning. Most recently, the Prime Minister approved the adjustment of the road traffic network planning for the period 2021-2030 and vision to 2050, including the Quang Ngai-Kon Tum expressway with a length of 136km and a scale of 04 lanes, the investment time will be completed before 2030.

Reporter: Sir, before that, how did Kon Tum and Quang Ngai provinces work together to propose a plan to build the Quang Ngai - Kon Tum expressway ?

Mr. Dam Phuc Tuyen - Deputy Director of Kon Tum Province Department of Construction: The leaders of Kon Tum and Quang Ngai provinces have proactively worked and the two provinces have issued inter-local document 1586, dated February 21, in which, the former Ministry of Transport, now the Ministry of Construction, is requested to follow the planning approved by the Prime Minister. Here, going a little deeper, with the length as mentioned is 136km, the scale of 4 lanes and in the total investment of about 35,000 billion. Quang Ngai and Kon Tum also proposed to the Central Government that the Central Government will support the investment capital for construction and installation, while the capital for site clearance is the responsibility of the two localities. The locality that passes through will carry out the compensation and site clearance work. Regarding the time, the two provinces proposed to prepare investment and site clearance in 2025 and 2026, construct the project in 2 years, 2027 and complete and put into use in 2028.

Reporter: Sir, in the Quang Ngai-Kon Tum Expressway Construction Investment Project, the Central Government assigned Kon Tum and Quang Ngai provinces to carry out compensation and site clearance work to implement the Project. So, on the Kon Tum side, what plans does the locality have to effectively carry out this task?

Mr. Dam Phuc Tuyen - Deputy Director of Kon Tum Province Department of Construction : For all projects in general and transport projects in particular, site clearance is a very important step. If you want the project to be fast, site clearance must be done first. For this preliminary project, the site clearance part is about 1,200 billion, of which, passing through Kon Tum is approximately 600 billion. To clear the site well, when it is implemented, the Government invests, the entire political system must be involved, in which Kon Tum province must establish a Steering Committee, if any sector is stuck, the commander of that sector is responsible for resolving it. Moreover, if the project has to arrange resettlement, the resettlement area for people in the new area must be better than the old one.

Reporter: Yes, as you just discussed, when implementing any construction project, site clearance is very important. What difficulties has Kon Tum province anticipated when implementing this project?

Mr. Dam Phuc Tuyen - Deputy Director of Kon Tum Province Department of Construction : Learning from the experience of some Eastern and North-South expressway projects, through those stories, it is certain that as mentioned, the province will establish a Steering Committee, which will be composed of industry leaders, and Kon Tum has also organized a study tour to learn from some localities that have done the site clearance work for the Eastern North-South expressway. As for the rest, as mentioned, the entire political system must be involved. Whichever industry or locality is involved, the leader must be responsible for resolving it.

Reporter: Sir, could you please tell us more about the benefits to the people and socio-economy of the two localities when the Quang Ngai-Kon Tum Expressway Project is implemented?

Mr. Dam Phuc Tuyen - Deputy Director of Kon Tum Province Department of Construction: In Kon Tum province, there is Mang Den national eco-tourism area and the Quang Ngai - Kon Tum expressway passes through Mang Den area. Certainly, promoting this area into a center will not only be national in scope to attract tourists but also promote Kon Tum's GDP growth and vice versa. Another advantage is that Quang Ngai has a deep-water seaport and Dung Quat Industrial Park while Kon Tum has agricultural products. When the deep-water port and the industrial park are connected, the transportation of goods will increase, and logistics will promote the society of the two provinces. Moreover, currently, the Eastern expressway will be formed in 2025, and the two expressways connecting together will form a closed expressway system, promoting the economic development of the two provinces of Quang Ngai - Kon Tum in particular and the Central Highlands region and the Central Coast provinces./.
