On November 8, continuing the 6th session, the 15th National Assembly closed the question and answer session. The session was broadcast live on Vietnam Television, Vietnam National Assembly Television and Voice of Vietnam for voters and people to follow and monitor.

Accordingly, before closing the session, the National Assembly continued to question and answer questions from National Assembly deputies on the implementation of a number of resolutions of the 14th National Assembly on thematic supervision, questioning and resolutions of the National Assembly on thematic supervision, questioning from the beginning of the 15th term to the end of the 4th Session.

Speaking at the closing session, National Assembly Chairman Vuong Dinh Hue affirmed that the question and answer session at the 6th Session had successfully completed the set agenda.

With a constructive spirit, enthusiasm and high responsibility, 457 National Assembly deputies registered to participate in the questioning session; 152 National Assembly deputies exercised their right to question, of which 39 deputies debated.

The National Assembly Chairman said that this was the first time in the 15th tenure that the Prime Minister, all Deputy Prime Ministers and 21 Ministers and Heads of sectors directly answered questions from National Assembly deputies.

With a very wide scope of questioning, the National Assembly deputies demonstrated a high sense of responsibility, carefully studied the reports, asked concise, clear, focused questions, and went straight to the point; Government members and sector heads had a firm grasp of the current situation of their sectors and areas of responsibility, and basically answered frankly, explained seriously, clarified many issues and proposed solutions to overcome them.

The National Assembly acknowledged and appreciated the seriousness, openness, and sense of responsibility of Government members and sector heads in answering questions and absorbing opinions of National Assembly deputies.

Based on the results of the question-and-answer session, the National Assembly Chairman said that the National Assembly will consider issuing a Resolution on question-and-answer sessions at the end of the session; at the same time, he requested the Government and heads of sectors to fully absorb the opinions of National Assembly deputies, continue to resolutely, synchronously and comprehensively implement the National Assembly's resolutions on supervision and question-and-answer sessions, focusing on promptly, fully and effectively overcoming limitations and weaknesses in each field.

In particular, for the general economic sector, it is necessary to promote economic restructuring, innovate the growth model, effectively implement solutions to promote the development of enterprises and business households; Review legal documents, unify awareness, and avoid prolonging and blocking difficulties and inadequacies in the use of regular investment expenditure funds...

For the economic sector: Urgently approve and deploy the Plan to implement the National Energy Master Plan and Power Plan 8; Promote administrative reform, facilitate import and export of goods; Review and revise the set of criteria for new rural areas for the period 2021 - 2025 to ensure suitability for each locality, region and area; Focus on removing difficulties and obstacles, speeding up progress and improving the quality of transport infrastructure projects, especially key projects and works; Urgently complete the construction of a national database on land...

Regarding the fields of internal affairs, justice, culture and society, the National Assembly Chairman proposed: Quickly complete the system of job positions in the entire political system from central to local levels, especially in administrative agencies, organizations and public service units; Continue to promote the work of preventing and combating corruption and negativity with the motto: "no forbidden zones, no exceptions, no privileges, regardless of who the person is"; Pay attention to allocating resources for education, training and culture. Continue to promote the work of preventing and combating epidemics, protecting people's health; Correct and strictly handle violations in the procurement of drugs, medical equipment and profiteering from the Health Insurance Fund, prescribing and using medical services beyond what is necessary in medical examination and treatment...

* In the afternoon session, the National Assembly discussed in groups the Draft Law on National Defense Industry, Security and Industrial Mobilization and the Draft Law on Amending and Supplementing a Number of Articles of the Law on Property Auction. The National Assembly Delegation of Ninh Binh province participated in the discussion in group 12 with the National Assembly Delegations of Quang Binh, Hung Yen and Tien Giang provinces.

Participating in giving comments on the Draft Law amending and supplementing a number of articles of the Law on Property Auction, delegate Tran Thi Hong Thanh (Deputy Head of the Provincial National Assembly Delegation) requested the drafting agency to study and add more regulations: on non-cash payments in property auction activities; on principles, procedures and order of online auctions. In addition, the delegate also gave specific comments on Clause 8, Article 1;

Also contributing comments on the Draft Law amending and supplementing a number of articles of the Law on Property Auction, delegate Nguyen Thanh Cong (Provincial National Assembly Delegation) said that the current draft clearly stipulates the types of assets to be sold through auctions according to the provisions of law, which is very necessary, ensuring publicity, transparency, consistency and unity in the legal system. The regulation in the direction of listing the types of assets as the draft Law sets out requires continued review to ensure full regulation of the types of assets that must be sold through the legal system. However, it is also necessary to consider that regulations in this direction also have shortcomings when the names of these assets change, when specialized laws are adjusted or when it is not foreseen that assets that must be sold through auctions will appear in the future, especially when science, technology and artificial intelligence develop strongly.

Commenting on the regulations on property auctions for civil judgment enforcement, the delegate suggested studying and supplementing regulations on procedures and issues related to property auctions for civil judgment enforcement to ensure consistency, minimize risks of this special type of property, contribute to removing and limiting violations in auctions and handling of seized assets, including regulations on inspection and supervision of auction organizations from the time of signing the auction contract to the end of the auction session. In addition, the delegate also gave specific comments on point c, article 79 of the Draft Law.
