Economic growth must go hand in hand with ensuring social welfare.
One of the highlights of the first session was the discussion among National Assembly deputies on the five-year socio-economic development plan for the period 2026-2030. What voters and citizens are concerned about is finding solutions to ensure both economic growth and a decent standard of living for the people.
In my opinion, stable economic growth is a crucial problem that needs a solution, along with ensuring social security and a stable life for the people.
It is known that on July 1st, the Government will increase the basic salary for civil servants, public employees, and workers in the state-funded sector. This is a very humane and encouraging development. However, those in the non-state sector, such as self-employed workers, disadvantaged families, and the poor and near-poor, who do not receive state funding, will face difficulties.
In reality, as wages increased, market prices also skyrocketed, alongside fluctuating fuel prices. To ensure social security for policy beneficiaries and the general public, the government urgently needs solutions to promptly address the immediate challenges.

Congress did not wait; it acted.
The first session of previous National Assemblies devoted most of its time to personnel matters and organizational structure, with the second session focusing on legislative work. However, a new feature of the first session of the 16th National Assembly is that it dedicated most of its time to discussing, reviewing, and approving important draft laws. These included eight draft laws and five resolutions.
Right from the first days of the session, the National Assembly adjusted its work program, adding normative resolutions that were very urgent to address pressing issues.
I highly appreciate the program of the First Session because the National Assembly did not wait but acted immediately, responding promptly to the demands of legislative work. These were draft laws closely related to human rights, citizens' obligations, and addressing bottlenecks and obstacles in state management and the organization of the two-tiered local government apparatus.
The five resolutions considered this time include truly urgent ones, considered in the spirit of listening to the opinions of voters. After two days of personnel work, the National Assembly delegates listened to the presentations and held discussions. The discussions showed that the National Assembly delegates demonstrated dedication and responsibility to the National Assembly. I noticed that no discussion session had fewer than 20 registered speakers.
The session was short but intense, and the quality of the discussions was high. This demonstrates that the National Assembly is acting and legislatively deciding on important national issues.
In addition, parliamentary oversight has been strengthened, promptly identifying areas where improvements are needed for future rectification.
In 2027, the National Assembly is expected to raise many oversight issues closely related to practical requirements. Voters are very interested in practical issues of social life such as: the implementation of a two-tiered local government system; addressing issues of public concern regarding the arrangement and use of public assets and public finances under the two-tiered local government system to ensure efficient use and avoid waste; food safety and hygiene issues, closely related to people's lives; and the reorganization of the local administrative apparatus, including the team of civil servants and grassroots officials…
Therefore, we place high expectations on the National Assembly's supreme oversight program regarding urgent and pressing issues, and we hope to receive satisfactory answers from the National Assembly to protect the rights and interests of the people.

The session had many important milestones.
The first session of the 16th National Assembly was quite special. It was the first session of a new term, laying the foundation for the activities not only of the National Assembly but also of the Government in the new term.
At this session, the National Assembly will elect its apparatus and the Government; and will also consider the National Assembly's supreme oversight programs for 2026 and many other important draft laws.
The session took place in an atmosphere of excitement, following the successful elections for National Assembly and People's Council representatives at all levels. It was also a session conducted urgently, seriously, and flexibly. This flexibility was evident in the National Assembly's timely adjustments to the agenda, addressing important issues that required immediate decision-making, as failure to do so would have resulted in policy delays and responses. Therefore, the First Session of the 16th National Assembly left many significant impressions.
