(ABO) On July 21, in Can Tho City, the signing ceremony of a cooperation and development agreement in the field of public health care took place between the Director of the Ho Chi Minh City Department of Health and the Directors of the Departments of Health of 13 provinces and cities in the Mekong Delta region.

This is the first time that the Directors of the Regional Health Department have signed a cooperation and development agreement on a regional scale, aiming to reduce the burden on the Ho Chi Minh City health system and provide better health care for people in the Mekong Delta.

This cooperation agreement was signed at two levels. Level 1 cooperation is bilateral cooperation between medical facilities, including: Technical transfer cooperation between tertiary hospitals and local hospitals; professional cooperation between provincial and municipal disease control centers; cooperation in sharing experiences in state management and between health departments... to meet the development needs of each unit and locality.

Level 2 cooperation is the cooperation to build and develop a specialized medical network from the end-line hospital to the grassroots medical level, from Ho Chi Minh City to the provinces and cities of the Mekong Delta. The new point of the signed agreement is to develop a network of specialties on the scale of the Mekong Delta region for dangerous diseases with high risk of death such as cancer, stroke, cardiovascular disease, trauma surgery, obstetrics, and pediatrics.

The cooperation contents aim to promote the available resources of each locality, in accordance with the socio-economic development orientation in general and health care in particular of each locality, ensuring compliance with professional regulations and assignment of direction in the field of medical examination and treatment of the Ministry of Health .

Specifically, there are 6 main contents, including: Cooperation to improve the effectiveness and efficiency in disease prevention and control. Priority in the first phase is to increase the exchange of information on disease monitoring and warning between the Ho Chi Minh City Center for Disease Control and the provinces and cities in the Mekong Delta region;

Cooperate and support technical transfer between general and specialized hospitals in Ho Chi Minh City and provincial hospitals in the Mekong Delta region to improve the quality of health care for people in the region; at the same time, reduce the load on end-line hospitals in Ho Chi Minh City;

Cooperate to build a network of specialties on a regional scale in the Mekong Delta, prioritizing specialties such as obstetrics, pediatrics, neurosurgery, trauma surgery, stroke, cardiovascular, oncology, etc., contributing to improving treatment effectiveness, reducing mortality rates and improving the quality of life for patients with these diseases;

Cooperate in scientific research and innovation based on practical requirements; recommend competent authorities to allow piloting of models and solutions to help solve difficulties and problems in industry management...

Cooperate and share experiences in state management in the health sector such as management and quality assessment of hospitals, clinics, management of private medical practices in the area...; build a professional network of out-of-hospital emergency services;

Cooperate and share experiences in applying information technology to serve patients, in the field of digital transformation of the healthcare sector towards building shared healthcare data at the regional scale.

In addition, at the ceremony, the Ho Chi Minh City Department of Health also signed a cooperation agreement with the Can Tho City Department of Health on developing specialized healthcare in Can Tho City; and signed a cooperation agreement with the Tra Vinh Provincial Department of Health on improving comprehensive healthcare capacity for Tra Vinh Province.

According to the cooperation agreement, annually, the Department of Health of Ho Chi Minh City and the Department of Health of provinces and cities in the Mekong Delta region conduct a preliminary review, evaluate the achieved results, agree on directions and set out plans for the following years.
