Digital skills have reached every village in Bac Ninh.

In the evening at a village cultural center in Bac Ninh, the lights remain on as members of the Community Digital Technology Team guide residents on using smartphones, logging into VNeID, or completing online administrative procedures. Such digital skills training classes are gradually becoming a familiar sight in many localities throughout the province.

Bac Ninh is continuing to promote the "Digital Literacy Movement" in a practical way, focusing on the people and using digital skills as the foundation for comprehensive digital transformation.

According to Official Document No. 1593/UBND-HCC of the People's Committee of Bac Ninh province on the implementation of tasks in 2026 for the "Digital Literacy Movement," the province requires continued improvement of the effectiveness of community digital technology teams; and at the same time, expanding the dissemination of digital skills to each residential area, village, and neighborhood.

One of the key priorities set by the province is a comprehensive assessment of the results of implementing digital skills targets by 2025, including: the percentage of officials, civil servants, and public employees with digital skills; the percentage of students equipped with digital skills; the percentage of adults with digital skills; the percentage of people certified as having achieved digital skills on the VNeID platform; and the percentage of employees in enterprises with digital skills.

Based on that, the Department of Science and Technology is tasked with developing a specific action plan to achieve the 2026 goals, while continuing to maintain digital skills training programs at the grassroots level, prioritizing in-person learning in the evenings or on weekends to suit the living conditions of the people.

The training content focuses on basic digital skills as guided by the Ministry of Science and Technology, such as using online public services, cashless payments, leveraging digital platforms, and ensuring personal information security in the online environment.

A notable aspect of Bac Ninh's approach is the replication of successful models in 2025, such as "Digital Party Members Leading the Way," "Cashless Markets," and the Zalo network operating from communes to villages and residential areas. These models are contributing to bringing digital technology deeper into community life.

In addition, Bac Ninh is also reviewing and supplementing digital infrastructure at the grassroots level, such as computers and internet connections, for village and neighborhood cultural centers, prioritizing mountainous areas and areas with limited technological infrastructure.

In the field of education, Bac Ninh requires the integration of digital skills into extracurricular activities for junior and senior high school students; and the implementation of a model where students assist parents in using digital technology. Meanwhile, the youth union is tasked with forming volunteer teams to support citizens at one-stop service centers and public service points.

For the police force, the province requested continued coordination in operating the "Popular Education Digital" platform at binhdanhocvuso.gov.vn; supporting citizens in activating level 2 electronic identification, integrating social security accounts on VNeID, and deploying mass open online courses (MOOCs).

According to the plan, communes and wards in the province will maintain at least one digital skills training session per week in villages and residential areas; and will continue to strengthen the Community Digital Technology Teams to improve the quality of their activities.

In practice, when science and technology are brought to the people through accessible, easy-to-understand content directly related to their daily needs, digital transformation is no longer a distant concept. From using VNeID and electronic payments to handling administrative procedures online, digital skills are gradually becoming essential skills for people in both urban and rural areas.
