The era of national resurgence

This keyword was emphasized by General Secretary To Lam in his writings and speeches and has become a major orientation agreed upon by the 10th Central Committee Conference in the draft documents submitted to the 14th Party Congress. General Secretary To Lam analyzed that the new era, the era of Vietnam's rise, is an era of development and prosperity under the leadership and rule of the Communist Party, successfully building a socialist Vietnam that is wealthy, strong, democratic, just, and civilized, standing shoulder to shoulder with the world's leading powers. The top priority in this new era is to successfully achieve the strategic goals: by 2030, Vietnam will become a developing country with modern industry and a high-middle income; and by 2045, it will become a developed socialist country with a high income. The 14th National Congress of the Party marks the beginning of this new era. From here, all Vietnamese people, hundreds of millions of them united as one, under the leadership of the Party, will work together, seize opportunities and advantages, overcome risks and challenges, and lead the country to comprehensive, strong, breakthrough, and take flight. General Secretary To Lam outlined seven strategic directions to usher the country into a new era, an era of national progress. Specifically, these include: improving the Party's leadership methods; strengthening Party principles in building and perfecting the socialist rule of law state of the people, by the people, and for the people; streamlining the organizational structure for effective and efficient operation; digital transformation; combating waste; personnel and personnel work; and strategic orientation for economic development, pushing back against the risk of backwardness and the middle-income trap.

According to General Secretary To Lam, in order to achieve the goal of high middle income for the people by 2030 and high income by 2045, Vietnam's economic growth rate must consistently reach double digits in the following years. This is a very difficult problem, therefore the Central Committee of the Party, the Government, and the National Assembly are focusing on resolving bottlenecks and creating the foundational elements for the country to "take off". The General Secretary stated that the socio-economic development policies and guidelines are quite comprehensive. Now is the time to act. Localities must ponder and think "on their own land," promoting a proactive and creative spirit for development. "More than ever, cadres and Party members must uphold a high sense of responsibility, set an example in performing their duties with the spirit of putting the common good first, boldly innovate, create breakthroughs, and bravely make sacrifices for the country's development," the General Secretary urged. The General Secretary also hoped for the people's support and participation: Labor and productive forces must be liberated, material and spiritual capital must be mobilized from the people, and the people must feel that they are the beneficiaries of these achievements; only then will everyone work together in unity to implement them.

The General Secretary's powerful message about "a new era, an era of national progress" is gradually being realized. This includes the revolution to streamline and reorganize the political system, which is being implemented vigorously from the central to the grassroots level and is expected to be completed in the first quarter of 2025. Similarly, the fight against waste is becoming an action program for all agencies and units… In his leadership and management, Prime Minister Pham Minh Chinh always emphasizes the General Secretary's message. Especially when discussing tasks and solutions for 2025 and the following years, the Prime Minister always clearly states that the Government will focus its efforts with high determination, great effort, and decisive and effective action to strive for an annual GDP growth rate of over 7%. Therefore, it is essential to ensure that all 15 key targets for 2024 are met and exceeded, creating momentum for the implementation of the 2025 plan and the entire 2021-2025 period, paving the way for the country to enter a new era, an era of striving to become a rich, strong, and prosperous nation. The head of government consistently encourages ministries, departments, and localities, emphasizing that while many difficulties and challenges lie ahead, no obstacle can hinder the determination and strength of national unity. Each challenge is an opportunity for us to grow, affirming the strength and resilience of the Vietnamese people. “Let us ignite the flame of fierce determination, and together we will move forward to build a bright future for the country. The tireless efforts of today will be a solid foundation for prosperity tomorrow, for future generations as President Ho Chi Minh always wished,” Prime Minister Pham Minh Chinh stated. The Prime Minister called for transforming all difficulties and challenges into opportunities for breakthroughs, demonstrating high determination, great effort, and decisive action to successfully achieve the set goals, leading our country confidently and steadily into a new era, an era of national progress, affirming the country's position on the international stage. From the perspective of the legislative and supervisory body, National Assembly Chairman Tran Thanh Man stated that in recent times, the National Assembly has urgently and decisively promoted a comprehensive range of innovative solutions to improve the quality of lawmaking and lawmaking. The National Assembly has undergone profound changes in its thinking and methods of legislative work. Laws must be concise and clear, only regulating matters within the National Assembly's jurisdiction, creating favorable conditions and granting the Government the autonomy and flexibility to implement laws. Along with this, there has been increased decentralization and delegation of power, administrative reform; a strong shift from laws focused solely on management to a harmonious combination of effective management with development creation, encouraging innovation, and resolutely abandoning the "if you can't manage it, ban it" mentality. At the recent 8th session, the National Assembly considered and decided on many important issues, promptly resolving difficulties and obstacles, supporting people and businesses, creating breakthroughs to complete infrastructure, maximizing resources, and creating new development spaces. In particular, the investment plan for the North-South high-speed railway project is clear evidence of innovative thinking in national infrastructure development, not approaching it in isolation or on a piecemeal basis, but rather planned from a holistic perspective, harmoniously combining economic, social, and environmental goals. "This is not just a transportation project, but also a symbol of aspiration, a spirit of innovation, and decisive action, ready to overcome challenges to open up great opportunities for the country," the National Assembly Chairman emphasized.
