Accordingly, immediately after Vietnam gained independence in 1945, the two governments soon signed the Vietnam-Laos Mutual Assistance Treaty and the Agreement on the organization of the Laos-Vietnam Joint Army. In particular, on October 30, 1949, the Standing Committee of the Indochinese Communist Party decided that the Vietnamese military forces fighting and working to help Laos would be organized into a separate system and named as the Volunteer Army.
This is an important historical milestone, marking the development and maturity of the Vietnamese military forces on the Lao battlefield; affirming the correct line and viewpoint of the Communist Party of Vietnam in carrying out international missions. With that meaning, October 30, 1949 is taken as the Traditional Day of Vietnamese Volunteers and Experts in Laos.
