The above information was stated by Mr. Nguyen Ngoc Ha, Deputy Director of the Department of Quality Management, Ministry of Education and Training at the Conference to summarize the organization of the 2023 high school graduation exam and deploy the exam tasks for 2024, on the morning of September 20.

The 2025 high school graduation exam aims at three goals. First, to accurately assess students' learning outcomes according to the objectives of the new generaleducation program.

Second, the exam results are used to consider high school graduation recognition and as one of the bases for evaluating the teaching and learning quality of general education institutions and the direction of educational management agencies.

Third, provide reliable data for universities and vocational education institutions to use in enrollment in the spirit of autonomy.

The 2025 high school graduation exam is expected to have 11 compulsory and elective subjects, including: Literature, Mathematics, Foreign Languages, History, Physics, Chemistry, Biology, Geography, Economic and Legal Education, Information Technology, and Technology. Of which, Literature will be tested in essay form; the remaining subjects will be tested in multiple-choice form.

The content of the exam closely follows the objectives of the new general education program, mainly the grade 12 program. The exam focuses on enhancing capacity assessment, in accordance with the regulations and roadmap for implementing the new general education program.

The question bank and exam papers for all subjects are built with a focus on competency assessment.

The representative of the Department of Quality Management also said that in the period of 2025 - 2030, the Ministry of Education and Training agreed on the plan to organize the 2025 high school graduation exam on paper, while enhancing the effective application of information technology. At the same time, the Ministry of Education and Training will gradually pilot computer-based exams for multiple-choice subjects in localities with sufficient conditions (can combine paper-based and computer-based exams).

After 2030, strive to switch to organizing high school graduation exams on computers for multiple-choice subjects when all localities nationwide have sufficient conditions to organize exams on computers.

Previously, Minister of Education and Training Nguyen Kim Son requested the announcement of a draft plan for organizing high school graduation exams from 2025 onwards, and to widely solicit opinions from experts and localities. After receiving written opinions from 63 provinces and cities, the Ministry of Education and Training will finalize the 2025 high school graduation exam plan, report to the Government Standing Committee for comments before officially announcing it, and complete it in September 2023.

The Minister also requested to soon establish a steering committee to implement the plan to organize the graduation exam from 2025 with members from relevant units, assigning specific tasks for implementation. Next, develop a project and plan to implement the high school graduation exam plan from 2025 according to the roadmap from now until 2030.

"Research and develop exam question formats that are consistent with the 2018 general education program. In the immediate future, focus on preparing teachers to write exam questions early (priority should be given to teachers with a lot of experience with the new general education program)," the Minister directed.
