The national socio-economic development plan for 2025 has been outlined. 2025 is a crucial year for the economy, marking the end of the 2021-2025 period, a time fraught with challenges. The National Assembly has issued a Resolution on the socio-economic development plan for 2025, prioritizing growth while maintaining macroeconomic stability, controlling inflation, and ensuring the major balances of the economy. Where will Quang Nam begin to create a breakthrough and join the rest of the country in achieving greater progress?
Initiating development
Looking at the potential, analyzing the "frozen" resources and the solutions needed to "unfreeze" them, Quang Nam sets a target of achieving a growth rate of 9.5 - 10% in 2025, demonstrating its determination to create a breakthrough and rise together with the rest of the country in the new period.
In 2024, Quang Nam province showed a more positive recovery trend compared to last year. Estimated state budget revenue in the province for 2024 is 27.3 trillion VND, reaching 115.68% of the projected target.

Based on industry-specific analysis, the projected growth rate for Quang Nam in 2025 is 7-8%. At the 18th Conference of the Provincial Party Committee (22nd term) and subsequently at the year-end regular session of the Provincial People's Council, discussions focused on exploring possibilities for boosting growth, untapped resources, and unanimously agreed to set a growth target of 9.5-10% for 2025.
To realize this goal, based on the resolution recently passed by the Provincial People's Council, the Provincial People's Committee organized an online conference connecting to commune-level locations to implement the plan and assign socio- economic development targets for 2025.
In the tasks and solutions outlined, Vice Chairman of the Provincial People's Committee Tran Nam Hung stated that Quang Nam is promoting the transformation of its growth model, restructuring its economy; improving productivity, quality, efficiency, self-reliance, adaptability, competitiveness, and achieving rapid and sustainable socio-economic development.
Specifically, the province will resolutely implement concrete support solutions for businesses. Along with that, it will definitively resolve obstacles related to compensation, land clearance, and resettlement, prioritizing land clearance projects to create clean land for investment attraction. This is especially important for large land reserves for industry, commerce, and services to attract strategic investors; and it will accelerate the construction of resettlement projects to proactively serve projects in the area.
Focus on effectively implementing the three national target programs for the period 2021-2025 and the Provincial People's Council resolutions on the development of the western region.
The entire province will continue to vigorously implement the three strategic breakthrough tasks more effectively, creating new momentum and resources for development.

Looking back at 2024, Quang Nam achieved many positive results in building its political system and developing its socio-economic sector. This is an important driving force for Quang Nam to continue its recovery and growth in the coming period.
According to Provincial Party Secretary Luong Nguyen Minh Triet, the tasks set for the province in 2025 are extremely challenging, given the many difficulties and limitations, and we should not be complacent with what has already been achieved.
When discussing and agreeing on a growth target of 9.5-10%, the Standing Committee of the Provincial Party Committee and the Provincial Party Executive Committee conducted thorough analysis and research based on existing resources and identified the foundations for achieving this growth rate. This is a difficult goal, but with the overall political determination of the entire country, Quang Nam must make great efforts and demonstrate strong resolve to achieve it in 2025.
Unlocking resources
Provincial Party Secretary Luong Nguyen Minh Triet analyzed that Quang Nam still has many resources for development. The central government has a policy of combating waste and removing difficulties for businesses to continue operating. As a locality with a lot of potential, Quang Nam hopes to overcome difficulties for many projects and businesses in the province; capital from the real estate, construction, industrial, and land markets will be unleashed, contributing to investment capital for development.
Starting with the possibility of increasing land revenue in Quang Nam by early 2025 (in 2024, land revenue was approximately 35%, due to issues with specific land prices), the figure could be quite significant. If revenue collection is focused, Quang Nam will also have additional resources to invest in development in 2025.
Next, the province will boost the industrial production sector with many new projects in 2025, which are concretized in the province's master plan. Of the 7.1% growth in 2024, industrial production contributed 4.24%.
Focusing on industrial production, especially processing and manufacturing, will be a good contributor to growth. Several new projects will be launched soon, such as the 451-hectare project by Truong Hai, the commencement of dredging the Ky Ha port channel, the 115-hectare industrial park by Thaco, and many others. I believe that the added value of industry is the basis for the province's confidence in the coming period.

Furthermore, Quang Nam has a plan to combat tax evasion across various sectors, as the province still suffers from significant tax losses, especially from the FDI sector and individual business households. Combined with a review of all revenue sources and the creation of new revenue streams, the province will have sufficient resources for growth.
According to Party Secretary Luong Nguyen Minh Triet, the Provincial Party Committee's Resolution for 2025 identifies five major tasks. These include successfully organizing Party congresses at all levels; accelerating socio-economic development towards breakthroughs; focusing on streamlining organizational structures in accordance with Central Committee directives; actively promoting digital transformation; and reviewing and implementing solutions to combat waste in investment projects, construction, land management, and public assets.
In 2024, to promote socio-economic development, the Provincial Party Standing Committee organized thematic conferences to discuss solutions to overcome difficulties for businesses and investors in several important areas. These included compensation, land clearance, and resettlement; disbursement of public investment capital; organization and effectiveness of the Land Registration Office system; implementation of the three National Target Programs in the province; and handling of public land and residential land.
“The Provincial People's Committee has implemented decisive and specific measures to promote positive aspects, overcome limitations and weaknesses, and clarify the responsibilities of relevant units and individuals. The Provincial People's Council will monitor the situation and progress of implementing socio-economic targets that are lagging behind and are projected to be difficult to achieve, with the spirit of strengthening supervision even more to promptly propose solutions to remove bottlenecks for development,” the Provincial Party Secretary directed.

Challenges faced by businesses
Phu Ninh Water Treatment Plant BOO Joint Stock Company stated that the Quang Nam Provincial People's Committee issued Official Letter No. 5708 dated July 31, 2024, agreeing that Phu Ninh BOO Joint Stock Company is the sole water supplier in Tam Thang Industrial Park. However, the issue remains unresolved, preventing the investment in water supply to the entire Tam Thang Industrial Park as directed by the Provincial People's Committee. The company requests that provincial leaders pay attention and direct the implementation of the next steps so that the relevant agencies can approve the licensing of the remaining water lines into Tam Thang Industrial Park.
Meanwhile, 591 Investment and Trading Joint Stock Company - the investor of the Dong Phu Market Town Project (Que Son district) - stated that the project is behind schedule and has been further extended by the Provincial People's Committee in Official Letter 3343/UBND-KTN dated May 13, 2024 (until the end of September 2025), due to difficulties in land clearance.
The company requests that the relevant authorities issue a land use right certificate corresponding to the land use fee already paid, so that it can use the land as collateral for loans from credit institutions, thereby securing the financial resources to fulfill tax obligations and complete the remaining part of the project. In addition, the company requests that the local government promptly determine the compensation rates and approve the compensation and resettlement plan for the remaining portion of the project so that the company can complete it.
Phu Hao Tien Phuoc Co., Ltd. (Tai Da Industrial Cluster, Tien Phong Commune, Tien Phuoc District) has requested approval for the investment in the Phu Hao Tien Phuoc timber processing plant project. The company has already invested and worked with the Tien Phuoc District People's Committee, advancing over 1.4 billion VND for land clearance. The company has requested the Provincial People's Committee and the Department of Planning and Investment to consider and guide the company in completing the necessary procedures and documents for investment approval.
Providing business support in accordance with regulations.
Listening to the difficulties faced by businesses, Chairman of the Provincial People's Committee Le Van Dung requested that departments, agencies, and localities, based on legal regulations, support businesses in resolving their issues. The Chairman of the Provincial People's Committee also requested that departments and agencies advise the Provincial People's Committee on solutions.
Businesses need to be given clear answers; what can be done can be said, what cannot be said cannot. Obstacles should be addressed directly, and difficulties should be identified so that requests can be resolved definitively and not dragged on.

Regarding the difficulties faced by individual businesses, relevant departments have stepped in to resolve them, but the issues remain unresolved. The proposal from Phu Ninh Water Treatment Plant BOO Joint Stock Company concerns the interests of two businesses, namely Phu Ninh Water Treatment Plant BOO Joint Stock Company and Quang Nam Water Supply and Drainage Joint Stock Company. Therefore, Chairman Le Van Dung suggested that the investor of Tam Thang Industrial Park, Chu Lai Industrial Park Infrastructure Development Company Limited, work with the two businesses to reach a mutual agreement.
Chairman Le Van Dung will continue to work with the three parties to reach a consensus on a solution. If an agreement cannot be reached, the enterprise has the right to file a lawsuit with the Court for handling according to the law.
Following a proposal from 591 Investment and Trading Joint Stock Company, Chairman Le Van Dung requested relevant departments and agencies, as well as the People's Committee of Que Son district, to support the enterprise in overcoming difficulties and to make every effort to complete this project as soon as possible, as it has been delayed for too long.
Regarding the project of Phu Hao Tien Phuoc Co., Ltd., Chairman of the Provincial People's Committee Le Van Dung affirmed that the Tai Da Industrial Cluster's lack of a centralized wastewater treatment system is the responsibility of the Tien Phuoc District People's Committee. The district has committed to completing the wastewater treatment system by June 2025, at which point the company can connect to it without violating environmental regulations.
In 2024, Quang Nam province intensified its efforts to support businesses and promote and attract investment. Investment attraction results were more promising than in 2023. The province granted licenses to 29 new domestic investment projects with a total registered capital of VND 4,915 billion and 10 foreign investment projects with a total registered capital of USD 134.85 million. To date, the province currently has 1,157 domestic investment projects with a total registered capital of over VND 226.89 trillion and 201 active FDI projects with a total registered capital of USD 6.36 billion.
To focus on implementing solutions to promote economic growth in 2025 and key tasks in the coming period, the Provincial People's Committee requests strengthening investment promotion; building effective mechanisms to attract selective foreign investment, focusing on promoting and attracting large-scale, high-tech FDI projects; promptly identifying and resolving difficulties and obstacles faced by FDI enterprises, especially administrative procedures, to accelerate the progress of projects in the province. Upgrading the investment environment
Following the province's and localities' efforts to attract investment by creating a favorable environment, providing good infrastructure, and assisting with related procedures, some businesses have recently begun exploring and making initial investments in Quang Nam. With significant potential, the province's investment environment is gradually changing in a positive direction.
Positive signs
Recently, Quang Nam Ginseng and Medicinal Herbs Joint Stock Company submitted a proposal to the Phu Ninh District People's Committee for an investment project to build a factory producing ready-to-eat medicinal bird's nest and processing Quang Nam ginseng and medicinal herbs at the Cho Lo Industrial Cluster (Tam Thai commune, Phu Ninh district). The project will be implemented in two phases, with construction expected to begin in mid-2025 and an investment capital of nearly 16 billion VND.
Ms. Nguy Nhu Thi Bich Tram, Chairwoman and General Director of Quang Nam Ginseng and Medicinal Herbs Joint Stock Company, stated that the company's products were previously manufactured in Long An province and are now available in all 63 provinces and cities nationwide. Recently, after researching raw materials and studying infrastructure conditions in Quang Nam, the company decided to build a factory there for long-term development.
“Currently, the company only needs to possess the technology; the production process will be handled by machines, so the location of the factory depends only on the raw material source and logistics infrastructure. Our company operates in the field of medicinal herbs, and Quang Nam is the capital of this raw material. In addition, its location between the two ends of the country is also convenient for the company's nationwide distribution of products. If nothing changes, according to the plan for phase 2, we will invest in expanding by another 10,000 square meters,” said Ms. Tram.
Following the Quang Nam Provincial People's Committee's investment promotion seminar in Ho Chi Minh City in July 2024, many businesses have come to Quang Nam to survey and learn about the ecosystem, infrastructure conditions, and investment potential. Mr. Doan Thien Viet, General Director of Dai Thang Real Estate Joint Stock Company, stated that his company operates in the real estate and building rental sectors.
"With our experience in investing in and developing numerous buildings in major cities, we aim to construct a landmark building in Quang Nam, which could be comparable to those in other provinces and cities. In my opinion, urban areas here will boom in the near future and boost the development of the tourism and service industries," Mr. Viet said.
Upgrading the investment ecosystem
At the recent inauguration ceremony of the new agricultural and food processing plant of Ba Ba Hoi Cooperative, attended by many domestic and international businesses and investors, Vice Chairman of the Provincial People's Committee Ho Quang Buu informed that, over the past 5 years, the Provincial Party Committee, the Provincial People's Committee, and the provincial departments and agencies have all focused on improving indicators in the investment ecosystem.
In a constantly changing market with many new business methods, Quang Nam focuses on supporting trade promotion for businesses and cooperatives, bringing local products to global markets such as Japan, China, South Korea, and Thailand. Domestically, many business networking activities are organized by the Provincial People's Committee and the Departments of Industry and Trade, Agriculture and Rural Development, Science and Technology, and Culture, Sports and Tourism in major cities and urban areas such as Hanoi, Hai Phong, Da Nang, and Ho Chi Minh City.
The Vice Chairman of the Provincial People's Committee also stated that Quang Nam's orientation is focusing on three major pillars: Trade - Services - Tourism; Infrastructure - Human Resources; and Logistics - Industry. Quang Nam's biggest advantage in the eyes of investors today is its continuously upgraded transportation infrastructure, including national highways, expressways, and coastal roads.
In particular, the province is promoting investment in the Cua Lo channel of Tam Hiep port for 50,000-ton vessels. Quang Nam aims to compete with Hai Phong and Ho Chi Minh City at the two ends of the country within two years, ensuring that the export of a container from Quang Nam is convenient and cost-effective. This is precisely what businesses and investors are interested in.
Besides improving trade support indicators and upgrading infrastructure, Vice Chairman of the Provincial People's Committee Ho Quang Buu also stated that Quang Nam has many advantages in terms of resources, especially agricultural products and medicinal herbs. Currently, the province has been implementing many support mechanisms for the development of garden and farm economies, and planning and developing medicinal herb growing areas for Ngoc Linh ginseng, Ba Kich ginseng, Dang Sam, cinnamon, etc. This will be a large source of raw materials for businesses producing related medicinal products.
“Furthermore, in the fields of tourism, agriculture, and rural development, Quang Nam is also a locality that receives attention and high praise from countries around the world. Following the event where Tra Que Vegetable Village was honored by the United Nations Tourism Organization (UN Tourism) as the Best Tourist Village of 2024, Quang Nam is orienting the development of ecotourism models at 128 locations throughout the province. In short, we are acting practically and systematically to create favorable conditions to upgrade investment attraction indicators, and we expect a new wave of development to come to Quang Nam in the near future,” Mr. Buu said.
Breakthrough through administrative reform
Quang Nam province uses the 2024 administrative reform index as a basis for evaluating and ranking the performance of heads of agencies, units, and localities, as well as the results of task completion. This has contributed to creating a favorable business environment and attracting investment.
Provincial leaders take the initiative to get involved.
In 2024, the leaders of Quang Nam province issued many decisive directives to address the difficulties and obstacles faced by businesses. Notably, the Chairman of the Provincial People's Committee, Le Van Dung, chaired a meeting with nearly 100 FDI enterprises, thereby committing to supporting and resolving difficulties for the FDI business community to develop.
Many suggestions were reflected by representatives of FDI enterprises. Mr. Park Chan - General Director of Hyosung Quang Nam Company, said that in 2019, Hyosung implemented a project to produce tire cord and airbag fabric on an area of 19 hectares in Tam Thang Industrial Park. To date, the company has invested a total of 450 million USD and achieved annual revenue of 180 million USD.
The General Director of Hyosung Quang Nam expressed that Hyosung has received a great deal of support and cooperation from the provincial government and relevant agencies since investing in the province. He also requested that the provincial leaders address four key issues related to land handover procedures, environmental impact assessment, etc.

Mr. Nguyen Quang Thu, Director of the Department of Planning and Investment, said that in 2024, the Department regularly monitored and compiled feedback on difficulties and obstacles faced by businesses in order to promptly advise provincial leaders on solutions. Accordingly, the province resolved 28 requests from businesses during the year.
The Provincial People's Committee also established 5 working groups to inspect, supervise, resolve difficulties and obstacles, and accelerate the disbursement of public investment capital and the socio-economic recovery and development program in 2024. As a result, the average disbursement rate of the entire province, for the first time in two years (2023 - 2024), as of October 31, 2024, exceeded the national average disbursement rate.
Vigorous administrative reform
Administrative procedure reform, coupled with the implementation of the one-stop shop and integrated one-stop shop mechanisms, and the promotion of information technology application in receiving and resolving administrative procedures, has created favorable conditions for citizens and businesses in their interactions with state administrative agencies.
According to the Department of Information and Communications, the province has so far provided and made public 1,025 online public services on the National Public Service Portal (including 1,011 full-process public services) to serve the needs of organizations and individuals inside and outside the province in resolving administrative procedures.
The rate of online applications reached 75.25%; the rate of online applications throughout the entire process reached 92.9%; the rate of administrative procedures integrated and implemented with online payment reached 90.1%; and the rate of online payment applications reached 64.6%.
Currently, all units have implemented electronic document exchange (without accompanying paper copies) for most routine documents; digital certificates and digital signatures have been deployed to 100% of state agencies in the province, from the provincial to the commune level; 100% of outgoing electronic documents are digitally signed, effectively serving the work of direction and management, saving costs, and creating a modern working environment…
Expeditiously decentralize and delegate power to local authorities.
To implement solutions to improve the efficiency of providing and using online public services, the Quang Nam Provincial People's Committee requests departments, agencies, and localities to accelerate the reduction and simplification of 50% of internal administrative procedures and compliance costs; and to urgently decentralize and delegate authority to localities to carry out administrative procedures in the direction of "assigning tasks to the level that performs best, especially the grassroots level closest to the people." The goal is to successfully achieve the tasks by 2025 of providing 100% of eligible administrative procedures as full-process online public services and processing at least 80% of administrative procedure dossiers entirely online. Research, review, and advise competent authorities on maximum reduction and simplification, and strict control of the emergence of new administrative procedures and business regulations; resolutely eliminate the "request-and-grant" mechanism…
According to Mr. Le Mai Khac Hung, Deputy Director of the Provincial Tax Department, in 2024, the Quang Nam tax sector will aggressively and comprehensively implement administrative reform in all areas, focusing on accelerating administrative procedure reform, controlling administrative procedures, and digital transformation. These activities create favorable conditions, minimize costs for taxpayers, enhance the effectiveness and efficiency of tax management, contribute to increased budget revenue, and improve the provincial competitiveness index.
In particular, the Provincial Tax Department has coordinated with commercial banks to implement electronic tax payment services for businesses. As a result, by November 30th, the percentage of businesses registering to file tax returns online reached over 96%, the percentage registering for electronic tax payments reached 98.9%; and the percentage of tax documents and amounts paid into the state budget reached 99.9%.
To date, most tax refund applications are processed electronically, contributing to the development of a transparent and convenient digital society, reducing informal time and costs, limiting negative practices, and minimizing risks for taxpayers.
