Immediately after Directive No. 05 was issued, the Lac Lam Commune Party Committee developed a methodical, practical, synchronous implementation plan closely linked to the local situation. With the motto "top first, bottom last; inside first, outside last; learning goes hand in hand with doing", studying and following Ho Chi Minh's ideology, morality and style has been widely spread to all cadres, party members, civil servants and people of all walks of life.
From 2016 to now, the commune has organized hundreds of thematic study sessions, attracting more than 2,400 participants. In Party cells, agencies and units, learning about Uncle Ho has become an indispensable part of regular activities and is linked to specific tasks. Each cadre and Party member has registered to commit to training, taking the effectiveness of "following" as an important measure in emulation assessment and year-end classification.
Party Secretary Nguyen Hoang Son affirmed: “Learning from Uncle Ho does not stop at slogans but is demonstrated by concrete actions, by changes in working style, sense of responsibility and attitude towards serving the people. Learning from and following Uncle Ho must become a habit, a regular practice in every Party organization, agency, unit and each cadre and party member.”

In that spirit, the work of Party building and rectification in the locality has had many positive changes. The team of cadres, civil servants and Party members of the commune is always close to the people, proactively listening and promptly resolving the legitimate aspirations of the people. "All opinions and reflections are received quickly and handled effectively, thereby contributing to strengthening the people's trust in the leadership of the Party Committee and the government, creating consensus and solidarity in implementing the tasks of socio-economic development and Party building and the political system in the locality", Comrade Nguyen Hoang Son emphasized. For many consecutive years, the Party Committee and government of Lac Lam commune have been recognized as a collective that has excellently fulfilled its tasks.
Combining learning and following Uncle Ho with practice, the Party Committee of the commune identified administrative procedure reform (AP), building an advanced and exemplary NTM commune and implementing the Smart Commune Pilot Model as three breakthroughs in implementing Directive 05. In which, PAR is considered a key task to better serve the legitimate rights of people and businesses. Lac Lam commune applies the "modern one-stop" mechanism, synchronously deploying the brand identity system at the Citizen Reception Department with the slogan "Administrative service". The APs are gradually digitized, connected to the national online public service system, helping people easily complete documents, look up results, and save time and costs. Mr. Vu Viet Hung, a resident of Tan Lap village, shared: "I am very satisfied. The staff receiving the people are enthusiastic, give enthusiastic guidance, and process documents quickly and professionally". With continuous efforts, over the years, Lac Lam commune has always maintained its position in the leading group in terms of administrative reform index of Don Duong district.

• PROMOTING THE STRENGTH OF THE WHOLE PEOPLE
One of the most prominent marks in Lac Lam in the past 10 years is the breakthrough in the development of high-tech agriculture. With natural advantages, a mild climate and hard-working people, the commune has proactively and strongly transformed the crop structure, many farmers have boldly applied modern techniques to production.
A typical example of this spirit of innovation and creativity is Mr. Bui Ngoc Cung, one of Lac Lam's good farmers and businessmen. Since 2021, he has invested billions of VND to build modern greenhouses, install automatic irrigation systems using advanced technology, and specialize in growing high-quality vegetables for both domestic and export markets. He said that the total investment cost for machinery and modern technology applied to his family's 2.2 hectares of bell peppers is more than 2 billion VND. He believes that the results are completely worth it, because the smart irrigation system and automatic fertilization according to schedule help plants grow well, reduce pests and diseases, and increase productivity. Bell pepper productivity reaches 12 - 14 tons/sao, 30% higher than before. In addition, he also actively learns and updates knowledge from the internet, books and newspapers, participates in science and technology training courses, and visits models abroad. Thanks to that, his products always ensure quality and are highly appreciated by customers.
Not only Mr. Cung, many farmers in Lac Thanh, Quynh Chau Dong and Hai Hung villages have also applied high-tech models for key vegetables and tubers such as tomatoes, lettuce, potatoes, etc. The average yield is 120 tons/ha with a production value of about 480 million VND/ha/year; in particular, some advanced models, up to 1 billion VND/ha/year.
To achieve this result, we cannot fail to mention the support of the local government. In Lac Lam commune, Uncle Ho's ideology of "taking the people as the root" is not only a slogan, but has become a consistent motto of the entire political system. In Lac Thanh village, Mr. Nguyen Minh Tuan - Secretary of the village Party Cell shared: In all activities and movements, party members always go first, the village follows and follows the spirit of "People know, people discuss, people do, people check, people supervise, people benefit".
Thanks to that, the movements and campaigns in the village always have a wide spread and are strongly responded by the people, typically in the construction of smart villages, "Green - clean - beautiful Sunday", "Flower route", "Model residential area", "Peaceful parish, no social evils"... In 2024 alone, the village installed 100 solar lights with a total cost of 160 million VND, mostly contributed by the people, along with many new rural construction projects. Thanks to the spirit of consensus and determination from the village political system to the people, by the end of 2024, Lac Thanh was recognized as a smart village.
The spirit of “a hundred times easier without the people, ten thousand times harder, it can be done with the people” has spread widely throughout the commune, becoming the foundation for Lac Lam to successfully complete the criteria for building a new rural area. In 2014, the commune met the new rural area standard, by 2019 it achieved advanced new rural area, and in 2021 Lac Lam achieved a model new rural area in high-tech agriculture in the direction of intelligence.
10 years of persistently implementing Directive 05 are 10 years marking clear, comprehensive and sustainable changes in Lac Lam. Learning and following Uncle Ho has become the moral foundation, the driving force for the locality to constantly strive, improve the quality of life of the people, strengthen the belief in the leadership of the Party, and build a clean and strong political system.
