(LĐ online) - Chairman of Lam Dong Provincial People's Committee Tran Hong Thai has just signed Decision No. 34 promulgating Regulations on adjusting the Price List of land types for the period 2020-2024 in Lam Dong province.

Accordingly, this Decision is applied from the effective date of the 2024 Land Law until December 31, 2025.
According to the adjustment of the Land Price List for the period 2020-2024 of Lam Dong province, in Da Lat city, the highest agricultural land price is 1.2 million VND/ m2 , the highest rural land price is 4.83 million VND/ m2 .
The highest land price in Da Lat City is 72.8 million VND/ m2 , belonging to Hoa Binh Area (all roads, including the inner-city bus station area) and all of Nguyen Thi Minh Khai Street.
Compared to the price list before adjustment, based on the highest price and not multiplied by coefficient K, agricultural land prices in Da Lat city are expected to increase 6 times, rural land prices increase 2.3 times, and urban land prices increase 1.3 times.
In Bao Loc City, the highest expected adjustment price for agricultural land is 546 thousand VND/m2, the highest price for rural land is 9.6 million VND/ m2 .
Meanwhile, the highest expected urban land price of 35.1 million VND/m2 belongs to Le Hong Phong Street, from after Kim Dong Street to the end of Tran Phu Street.
Compared to the pre-adjusted land price list, if considered based on the highest price and not multiplied by the coefficient K, agricultural land prices in Bao Loc City are expected to increase 4.3 times, rural land prices will increase more than 2 times and urban land prices will increase 1.8 times.
According to the Department of Natural Resources and Environment, the adjusted land price list is a transition to help localities in the province implement a roadmap to gradually build a land price list according to the 2024 Land Law to apply from January 1, 2026, avoiding sudden price shocks affecting the rights and obligations of land users.
According to the provisions of the 2024 Land Law, the adjusted land price list is used as a basis for application in 12 cases; of which, 4 cases continue to apply the same price list as the 2013 Land Law, 1 case applies almost the same as the 2013 Land Law, and 7 cases apply completely new compared to the 2013 Land Law.
4 cases continue to apply the price list similar to the 2013 Land Law including: (1) Calculating land use tax; (2) Calculating fees in land management and use; (3) Calculating fines for administrative violations in the land sector; (4) Calculating compensation to the State for causing damage in land management and use (Clause 1, Article 159 of the 2024 Land Law).
There is one case that is almost similar to the 2013 Land Law, but does not distinguish between within or outside the limit, which is calculating land use fees when the State recognizes the right to use residential land of a family or individual; changes the land use purpose of a household or individual (Clause 1, Article 159 of the 2024 Land Law).
There are 7 completely new cases of application compared to the 2013 Land Law, including: (1) Calculating land rent when the State leases land and collects annual land rent; (2) Calculating land use fees and land rent when the State recognizes land use rights in the form of land allocation with land use fee collection, land lease with one-time land rent collection for the entire lease term for households and individuals; (3) Calculating income tax from land use right transfer for households and individuals; (4) Calculating starting price for land use right auction when the State allocates land or leases land in cases where land plots and land areas have been invested in technical infrastructure according to detailed construction planning;
(5) Calculating land use fees in cases of land allocation without auction of land use rights to households and individuals; (6) Calculating land use fees in cases of selling state-owned houses to current tenants; (7) Determining land prices for calculating land use fees at resettlement sites for people receiving compensation for residential land, people receiving resettlement land in cases where they are not eligible for compensation for residential land (Clause 1, Article 159 and Clause 3, Article 111 of the 2024 Land Law).
