Based on the practical requirements of mass mobilization work and the protection of maritime sovereignty , many effective models and innovative approaches have emerged at the Command of Coast Guard Region 3, spreading widely throughout the community.
The familiar sight of Coast Guard officers and soldiers visiting fishing docks and seaports to encourage and support fishermen as part of the "Coast Guard Accompanying Fishermen" program has become a reality. In Phuoc Thang ward, Ho Chi Minh City, amidst the summer heat and the bustling atmosphere at the port, the scene was further enlivened when a delegation led by Colonel Le Van Tu, Political Commissar of the Coast Guard Region 3 Command, arrived to encourage and present the national flag and many essential gifts to the fishermen.
This attention has instilled confidence and motivation in fishermen, allowing them to confidently venture out to sea and maintain their livelihoods. "We hope that fishermen will always be safe at sea, strictly comply with regulations on combating illegal, unreported, and unregulated (IUU) fishing, and work alongside the Coast Guard in the cause of protecting the sovereignty and security of the nation's maritime territory," Colonel Le Van Tu expressed.

The Command of Coast Guard Region 3 presented the national flag and gifts to fishermen as part of the "Coast Guard accompanies fishermen" program.
The "Coast Guard Accompanying Fishermen" program is one of the highlights of the "Emulation for Victory" movement, which has been widely implemented throughout the Coast Guard force. With flexible implementation tailored to the specific characteristics of each locality, the program has contributed to creating a strong bridge between the military and the people. Fisherman Nguyen Thai Thoi (residing in Long Hai commune, Ho Chi Minh City) said: "We cherish the affection of the Coast Guard officers and soldiers. They are dedicated to educating and disseminating information about the law, especially regulations on combating IUU fishing, which has helped us better understand our responsibilities."
In parallel, the Command of Coast Guard Region 3 has also extensively implemented many other practical activities, such as the movements "The Army joins hands in building new rural areas," "All people unite to build a cultural life in residential areas," and the "I love the sea and islands of my homeland" competition… These movements have been spreading widely in the community, bringing great social value and contributing to strengthening the solidarity between the military and the people.

Adhering closely to the directives of higher authorities and the teachings of President Ho Chi Minh : "Competition is patriotism, and patriotism requires competition," the emulation, reward, and "Competition for Victory" movement at the Command of Coast Guard Region 3 have been implemented effectively and comprehensively. Units throughout Coast Guard Region 3 have concretized the leadership and guidance of higher authorities through detailed action plans; focusing on internal unity, discipline, and building politically and ideologically strong agencies and units with the motto "strong from within - solid from the roots."
The Coast Guard Region 3 Command has also identified the building and replication of exemplary models as a key factor in boosting the emulation movement. Agencies and units have proactively identified, nurtured, and summarized outstanding collectives and individuals, thereby replicating effective practices and initiatives. This is a practical solution to awaken a sense of responsibility, a fighting spirit, and maximize the capabilities of each officer and soldier.
Many innovative models have been applied in practice and have shown clear effectiveness, creating a positive ripple effect throughout the region. Typical examples include the movement "Excellent training, strict discipline, mastery of weapons and technical equipment, absolute safety" or the breakthrough "Basic, mastery, and in-depth expertise in the exploitation and use of technical equipment"... These activities contribute to improving the training level, combat readiness, and ability to handle real-life situations at sea for the troops, especially in modern combat conditions.
Colonel Le Van Tu concluded that through periodic reviews and evaluations, the Party committees and commanders of the units have promptly identified difficulties and limitations, promoted strengths, and created clear changes in thinking, awareness, and actions throughout the region. Many collectives have been recognized with the title "Unit of Decisive Victory"; many exemplary individuals have been commended and rewarded, becoming key figures in spreading the movement throughout the entire force.
According to Colonel Le Van Tu, the "Emulation for Victory" movement has become a spiritual driving force motivating officers and soldiers to excellently fulfill their duties - from patrolling, inspecting, and controlling to enforcing maritime laws, making an important contribution to maintaining sovereignty, security, and order at sea and accompanying fishermen in staying at sea safely.
Building on the achievements already made, in the coming period, the Party Committee and the Command of Coast Guard Region 3 have determined to continue innovating the content and methods of emulation, strengthening emulation directed towards the grassroots; closely linking the emulation movement with the implementation of resolutions and directives of the Party and the Central Military Commission. At the same time, the results of the emulation movement will be used as an important criterion to evaluate the quality of organizations and cadres; promoting the commendation and replication of exemplary models, spreading positive values from the grassroots to the entire force.
