Lam Dong builds a professional, modern and people-friendly government

Initial positive results

According to Deputy Director of the Department of Home Affairs Nguyen Thi Bong, through on-site inspections in some localities in the Southeast of Lam Dong province such as Ham Thanh, Ham Thuan Nam, Ham Liem, Ham Thang, Phu Thuy, Binh Thuan, it shows that the political system in the localities has basically operated stably as required; specialized departments have been established, leaders and civil servants have been arranged in accordance with regulations; communes and wards continue to perfect the working regulations of the People's Committees of communes and coordination regulations of specialized departments. Currently, the People's Committees of communes and wards are reviewing and advising on the conversion of villages and residential groups and renaming of villages and residential groups after the arrangement for villages and residential groups with duplicate names according to regulations. At the same time, reviewing and proposing work arrangements and resolving policies for non-professional commune workers and non-professional workers in villages and residential groups according to the guidance of the Department of Home Affairs.

Recently, at a working session on the operation and organization of the administrative apparatus in some communes and wards in the Southeast of the province, Mr. Le Trong Yen - Vice Chairman of the Provincial People's Committee assessed that the arrangement, organization of the apparatus, administrative units and the construction of a 2-level local government model have initially brought about positive results. The apparatus has been streamlined; intermediate contacts have been reduced, duplicate and overlapping departments and organizations have been eliminated; effectiveness and efficiency in management have been improved. At the same time, it has created conditions for localities to promote their initiative and creativity in socio -economic development, meeting the requirements of building a local government close to the people, contributing to improving the quality of service for people and businesses. The decentralization and delegation of authority of administrative procedures have been concentrated on one contact point, so it has initially helped reduce intermediary steps, eliminate cumbersome administrative procedures, saving time and costs for people and businesses.

However, Vice Chairman of the Provincial People's Committee Le Trong Yen frankly pointed out some shortcomings and limitations such as: financial resources and facilities at the commune level are still difficult, especially machinery and equipment serving the Public Administration Service Center, affecting the quality of public service provision; the information technology level of some officials and civil servants does not meet the requirements of the task; some people have not accessed information technology, have not installed VNeID level 2... so they cannot submit documents online in the network environment, causing the process of receiving administrative procedure documents to be slow...

Department of Home Affairs accompanies to remove obstacles

In the face of the above situation, Comrade Le Trong Yen assigned the Department of Home Affairs to preside over and coordinate with relevant departments and branches to be responsible for accompanying localities, promptly guiding, inspecting and supervising the removal of difficulties and obstacles in the process of organizing the apparatus and operating the two-level local government. Strengthening the organization of specialized training on expertise and profession, guiding the use of software and electronic administrative procedure settlement systems for cadres and civil servants, especially civil servants at the Commune-level Public Administration Service Center. Regarding the organization of the two-level government apparatus, the Vice Chairman of the Provincial People's Committee assigned the Department of Home Affairs to preside over and coordinate with relevant departments and branches to advise the Provincial People's Committee on the implementation of Official Dispatch No. 43 of the Provincial Party Committee's Organization Board, ensuring flexibility in the arrangement and assignment of competent cadres, in accordance with job positions according to management decentralization, ensuring work efficiency and task requirements in the actual situation. At the same time, note that the People's Committees at the commune and ward levels must comply with and properly exercise their authority according to regulations on decentralization and delegation of power in state management in the fields of internal affairs, justice, finance, land, etc. Arrange and use cadres and civil servants proactively and flexibly, especially in positions that are still lacking such as: accounting, land administration, information technology, etc. to ensure that no additional staff is assigned.

On the other hand, review the team of cadres and civil servants with information technology qualifications, digital transformation to master technology, and meet the tasks in the new situation. At the same time, promote the volunteer model of union members and youth to support and guide people when they come to carry out administrative procedures at the Commune-level Public Administration Service Center and use online public services; regularly grasp the thoughts and aspirations of the people, promptly resolve the people's legitimate recommendations and reflections from the grassroots. Proactively review and re-evaluate the headquarters, personnel, facilities, machinery, and necessary equipment to serve the professional activities of the team of cadres and civil servants of the commune, especially the Commune-level Public Administration Service Center...

Although there are still many difficulties, with the drastic participation of authorities at all levels and consensus from the grassroots, the two-level government model in the new communes and wards in the Southeast of the province is gradually affirming its effectiveness. From the organizational model on paper to practical operation, the two-level government has been and is better serving the needs of the people. This is an important premise to continue to perfect the institution, reform the administration, and build an increasingly professional, modern and closer-to-the-people serving government.
