Progress in resettlement to disaster prevention areas is still slow.
On the afternoon of November 6, continuing the 6th session, National Assembly Chairman Vuong Dinh Hue chaired the questioning session for the group of economic sectors.
Questioning the Minister of Agriculture and Rural Development (MARD), delegate Cao Thi Xuan (Thanh Hoa delegation) emphasized that Resolution 134 of the National Assembly requires the Government to develop and implement a comprehensive project on arranging, relocating, and relocating residents in areas at risk or severely affected by natural disasters.
In Decision 590 of the Prime Minister, the target for the period 2021-2025 is to stabilize 47,159 households in disaster areas. However, in the period 2021-2022, only more than 5,000 households have been stabilized.
Compared to the target set by the Prime Minister by 2025, the whole country needs to stabilize more than 42,000 households in areas at risk of natural disasters. This is an extremely difficult task.
Delegate Xuan requested that the Minister of Agriculture and Rural Development inform him about the cause of the above delay, who is responsible, and if the target of arranging for these 47,159 households cannot be achieved, what will be the responsibility before the National Assembly?
Responding to this issue, Minister of Agriculture and Rural Development Le Minh Hoan said that the Ministry is assigned the task of serving migrants for two groups of people, including the population affected by natural disasters.
The Minister admitted that the progress of the resettlement is slow because it requires coordination between the central government and the local government. When registering for the resettlement project, the Prime Minister approved it, but the local government no longer has land to relocate. This is a very big problem.
Besides, resettlement is also very difficult, because we have to arrange land for people to produce. Even if the residential resettlement project is not effective, people will move out after a while, because of livelihood reasons or because it is not suitable for their customs and culture.
Therefore, the Ministry is re-evaluating to work with localities, forming sustainable development communities, having alternative solutions, not building resettlement projects that are not effective.
Increase the forest protection contract support level to 400,000-600,000 VND
Delegate Ho Thi Kim Ngan (Bac Kan) asked that in 2021, many localities have implemented forest protection contracts for communities and households in communes in regions 2 and 3, including Bac Kan province.
However, up to now, the payment of labor costs for forest protection in 2021 has not been made, with Bac Kan province being over 28 billion VND.
The Minister of Agriculture and Rural Development is requested to clarify the reason for the delay in payment. When will people in forested areas like Bac Kan province be paid for forest care and protection? The delegates also sent this question to the Minister of Finance and the Minister and Chairman of the Ethnic Committee.
Responding to the above question, Minister of Agriculture and Rural Development Le Minh Hoan said that to implement the policy of closing natural forests, the Government has issued a policy to support forest contracting, balancing actual needs with the budget.
"We are applying a rate of 300,000-400,000 VND. Through many National Assembly sessions, localities have also reflected that this rate is still low," said Minister Hoan.
Mr. Hoan added that, implementing the Prime Minister's direction, the Ministry is amending the Forestry Law and drafting a decree to raise the level from 400,000 to 600,000 VND.
Regarding the demand, according to the Ministry's estimate, it should be around 1.1 to 1.3 million, however, it is necessary to balance it from common resources. The Ministry is also preparing to submit to the Prime Minister a project to promote the multi-purpose value of forest ecology, to create more jobs and livelihoods under the forest canopy, not just hiring forest guards - Minister Le Minh Hoan said.
