Reporting at the meeting, Mr. Nguyen Bao Trung, Deputy Director of the Department of Digital Transformation and Environmental Resources Data Information, said that implementing the Prime Minister's direction in the Project "Developing the application of population data, identification and electronic authentication to serve national digital transformation in the period 2022-2025, with a vision to 2030" (Project 06), the Working Group implementing Project 06 and the direction of the Ministry of Natural Resources and Environment, the Department has chaired and coordinated with the Department of Land Registration and Information Data, with relevant units under the Ministries: Public Security, Construction, Health, Information and Communications and the People's Committee of Hanoi City, the People's Committee of Ha Nam Province to deploy the task of making a pilot work to enrich and clean up data on land and housing information in the national land database.
Up to now, Hanoi city has basically completed the investigation and information collection in 100% of wards in Hoan Kiem district (18 wards) and Hoang Mai district (14 wards); continuing to standardize, clean, convert, and build a database linking information with spatial data of land plots of wards from information collection forms.
In Ha Nam province, the investigation and information collection in 100% of communes/wards of Duy Tien town (16 communes/wards) and Phu Ly city (21 communes/wards) have been basically completed; continuing to standardize, clean, convert, and build a database linking spatial data of land plots of communes/wards from information collection forms.
According to Mr. Trung, regarding the implementation of the enrichment and cleaning of land and housing data in the national land database in Hanoi city and Ha Nam province, the Department and related units have standardized, enriched, cleaned, supplemented, and linked information (from information collection forms) with land plot spatial data; the number of land plots enriched, cleaned, and supplemented with information in the database has reached a rate of ~80%. The survey results database serving the enrichment and cleaning of land and housing information is being operated on the infrastructure located at the Department.
However, in the process of implementing the pilot project, there are still some difficulties and problems. Specifically, regarding land data, Mr. Trung said that the information and data of the land database operating in the pilot area have some sheet numbers and plot numbers that are not consistent with the official cadastral map; the land plot address (information on the land use right certificate) is not detailed enough (only information about the residential group/village, hamlet, no information about the house number) and changes a lot compared to reality, so the process of reviewing and cross-checking information takes a lot of time, in fact, the entire administrative area must be re-investigated; regarding the implementation organization, funding, etc.
Concluding the working session, Deputy Minister of Natural Resources and Environment Tran Quy Kien acknowledged the results of the Department of Digital Transformation and Information on Natural Resources and Environment in piloting the enrichment and cleaning of land and housing data in the national land database.
The Deputy Minister requested that the Department of Digital Transformation and Environmental Resources Data Information assess the practicality, especially the legality of the collected information. From there, build a Report on advantages and difficulties, on that basis, work with C06 (Ministry of Public Security) to agree on solutions to overcome them and report to the Prime Minister.
