In Thien Cam commune, Savings and Credit Group No. 10, Vinh Phuc village, with 31 members and a total outstanding loan balance of over 1.7 billion VND, has not had any overdue debts for many years. Thanks to capital from the Social Policy Bank, many households have invested in livestock farming, crop cultivation, tourism services, etc., gradually changing the face of rural life along the coast.
Not only in rural areas, but also in urban areas, policy-based credit activities have yielded significant results. For example, in Nam Hong Linh ward, the Savings and Credit Group of residential area 6 has 27 members with a total outstanding loan balance of 3.2 billion VND. Besides disseminating policy information, the group also guides residents in developing small-scale economic models and encourages monthly savings to generate funds for debt repayment, thereby raising residents' financial awareness. Thanks to its proactive and innovative approach, the group has not incurred any overdue or non-performing loans for many years, becoming a model in the ward's emulation movement.
In fact, savings and credit groups play an indispensable role in capital management, loan approval, application guidance, and monitoring the use of funds. In many localities, savings and credit groups also take on the function of disseminating information and raising public awareness about preferential credit policies, helping people confidently borrow capital for production and business investment.

Improving the quality of policy credit.
The effective operation of the Savings and Credit Group system has significantly contributed to improving the quality of policy credit in the locality. Credit indicators have remained stable at high levels. As of September 30, 2025, the total policy credit capital of Ha Tinh reached VND 7,731.8 billion, an increase of 7.4% compared to the same period last year. Total outstanding loans reached VND 7,721.9 billion, an increase of 7.3% compared to the beginning of the year, with more than 94,000 customers still having outstanding loans, achieving a plan completion rate of 98.8% - ranking 3rd nationwide. Overdue loans accounted for only 0.068%, and non-performing loans accounted for 0.05% of the total outstanding loans, demonstrating that credit quality is well controlled.
Policy-based funding has contributed to creating jobs for over 17,000 workers, helping 383 disadvantaged students access loans for their studies, including 25 pursuing STEM fields. In addition, over 24,000 rural water supply and sanitation projects and 330 social housing units have been built or renovated using this funding, bringing a new look to rural life.
In particular, following the merger of commune-level administrative units, the operations of the Vietnam Bank for Social Policies (VBSP) in Ha Tinh province have continued smoothly. Commune-level transaction points have been maintained stably, ensuring quick and safe service for the people. Preferential credit programs continue to be effective, contributing to curbing illegal lending, stabilizing people's lives, and promoting local economic development.
Mr. Nguyen Tien Thuc, Deputy Director of the Vietnam Bank for Social Policies (VBSP) branch in Ha Tinh province, emphasized: “The achievements are thanks to the leadership and attention of the Party committees and authorities at all levels, along with the effective coordination of political and social organizations. The bank always focuses on managing overdue loans, improving credit quality, and promptly resolving difficulties for the people.”
Recently, Mr. Tran Bau Ha, Vice Chairman of the People's Committee of Ha Tinh province, highly appreciated the results achieved by the Vietnam Bank for Social Policies (VBSP) branch in the province, especially the close coordination with all levels, sectors, and socio-political organizations. "Policy credit capital has actively contributed to stabilizing people's lives after natural disasters, restoring production, and promoting socio-economic development of the province," Mr. Ha emphasized.
Following the directives of the Provincial People's Committee and the Board of Directors of the Vietnam Bank for Social Policies (VBSP) in Ha Tinh province, the VBSP branch in Ha Tinh will continue to vigorously implement the 2025 credit plan, striving to achieve 100% of the assigned targets. Priority will be given to disbursing funds for areas such as production recovery, student support, social housing development, clean water, and rural sanitation. Simultaneously, close coordination with commune-level police will be ensured at 209 commune transaction points under the new two-tier government model. Political and social organizations entrusted with the task are also required to strictly implement the 2025 inspection and supervision program; review and supplement the list of poor households, near-poor households, and households with average living standards to ensure that no disadvantaged households are overlooked.
Policy credit, with its widespread impact and humanitarian significance, has been nurturing the sustainable development journey of Ha Tinh province day by day. Each disbursed preferential loan is not only a financial resource but also a source of confidence and motivation for people to rise up, take control of their lives, and contribute to writing the next chapter of transformation in this land of "exceptional people and rich history."
