Spreading the power of policy credit in Ha Tinh

In the journey of preferential policy capital, savings and credit groups (S&L) play an important role, considered as an "extended arm" of capital to the right beneficiaries. Determining that, the Vietnam Bank for Social Policies (VBSP) Ha Tinh branch has focused on strengthening the effective operation of the network of 3,002 S&L groups, spreading the spirit of community support and contributing to maintaining sustainable credit quality.

The role of "extended arms"

In Thien Cam commune, Savings and Credit Group No. 10, Vinh Phuc village with 31 members and a total outstanding debt of more than 1.7 billion VND, has not incurred overdue debt for many years. Thanks to capital from the Vietnam Bank for Social Policies, many households have invested in livestock, crop and tourism service models... gradually changing the face of rural coastal life.

Not only in rural areas, in urban areas, policy credit activities also bring about clear results. For example, in Nam Hong Linh ward, the Savings and Credit Group of Residential Group 6 has 27 members with a total outstanding debt of 3.2 billion VND. In addition to policy propaganda work, the group also guides people to build small economic models, encourages monthly savings to create a source of debt repayment, thereby raising people's financial awareness. Thanks to proactive and creative ways of working, the group has not had overdue or frozen debts for many years, becoming a typical example in the emulation movement of the ward.

In fact, savings and credit groups play an indispensable role in capital management, loan evaluation, document guidance and monitoring the capital use process. In many localities, savings and credit groups also have the function of propagating and raising people's awareness of preferential credit policies, helping them boldly borrow capital to invest in production and business.

Improve the quality of policy credit

The operational efficiency of the savings and credit system has significantly contributed to improving the quality of policy credit in the locality. Credit indicators have remained stable at a high level. As of September 30, 2025, Ha Tinh's total policy credit capital reached VND 7,731.8 billion, up 7.4% over the same period last year. Total outstanding debt reached VND 7,721.9 billion, up 7.3% over the beginning of the year, with more than 94,000 customers with outstanding debt, the plan completion rate reached 98.8% - ranked 3rd nationwide. Overdue debt accounted for only 0.068%, frozen debt 0.05% of total outstanding debt, demonstrating well-controlled credit quality.

Policy capital has contributed to creating jobs for more than 17,000 workers, helping 383 disadvantaged students get loans for studying, of which 25 are studying STEM majors. In addition, more than 24,000 clean water and rural environmental sanitation projects and 330 social housing units have been built and repaired with this capital, bringing a new look to rural life.

In particular, after merging commune-level administrative units, the activities of the People's Credit Fund in Ha Tinh province still run smoothly. Commune transaction points are maintained stably, ensuring quick and safe service to people. Preferential credit programs continue to be effective, contributing to limiting black credit, stabilizing people's lives and promoting local economic development.

Mr. Nguyen Tien Thuc, Deputy Director of the Social Policy Bank, Ha Tinh branch, emphasized: “The results achieved are thanks to the leadership of Party committees and authorities at all levels and the effective coordination of socio-political organizations. The Bank always focuses on managing overdue debts, improving credit quality, and promptly removing difficulties for people.”

Recently, Mr. Tran Bao Ha, Vice Chairman of the People's Committee of Ha Tinh province, highly appreciated the results achieved by the provincial branch of the Vietnam Bank for Social Policies, especially the close coordination with all levels, sectors, and socio-political organizations. "Policy credit capital has actively contributed to stabilizing people's lives after natural disasters, restoring production and promoting socio-economic development of the province," Mr. Ha emphasized.

Following the directions of the Provincial People's Committee and the Board of Directors of the Provincial Social Policy Bank, in the coming time, the Ha Tinh Provincial Social Policy Bank branch will continue to vigorously implement the 2025 credit plan, striving to complete 100% of the assigned targets; Prioritizing disbursement for the fields of production recovery, student support, social housing development, clean water, rural environmental sanitation; at the same time, closely coordinate with the commune-level police to ensure security at 209 commune transaction points according to the new two-level government model. The entrusted socio-political organizations are also required to strictly implement the 2025 inspection and supervision program; review and supplement the list of poor households, near-poor households, and households with average living standards to ensure that no disadvantaged households are left out.

Policy credit, with its wide-reaching influence and humanistic significance, has been and is nurturing Ha Tinh’s sustainable development journey day by day. Each disbursed preferential capital is not only a financial resource, but also a belief and motivation for people to rise up, take control of their lives and contribute to continuing the story of change in this “spiritual land of talented people”.
