Speaking at the opening of the Congress, Lieutenant General, Associate Professor, Doctor Vu Cuong Quyet, Director of the Vietnam Institute of Defense Strategy and History, stated: Over the past time, the entire Party Committee has always strived to overcome all difficulties, quickly stabilize the situation after the merger, and successfully complete assigned tasks; at the same time, successfully organized the congresses of affiliated Party cells and actively prepared all aspects for the first Congress of the Party Committee of the Vietnam Institute of Defense Strategy and History, term 2025-2030; continuing to affirm the political mettle, position and prestige of the Vietnam Institute of Defense Strategy and History to meet the requirements of tasks in the new situation.

With the spirit of "Democracy, solidarity, intelligence, innovation", the Congress has the task of evaluating the results of implementing the Resolution of the Congress for the 2020-2025 term, focusing on evaluating the results of implementing the Resolution since the merger; determining the directions, goals, tasks, and leadership solutions for the 2025-2030 term; reviewing the leadership work of the Party Committee for the 2020-2025 term; discussing and contributing opinions to the draft documents of the 14th Party Congress; electing the Party Committee of the Institute of Strategy and History of National Defense of Vietnam for the 2025-2030 term; electing the delegation to attend the Congress of the Party Committee of the Central Military Commission - Ministry of National Defense .

Lieutenant General Pham Truong Son emphasized that the first Congress of the Party Committee of the Vietnam Institute of Defense Strategy and History is the first Congress after the two leading agencies - the Institute of Defense Strategy and the Vietnam Institute of Military History - were merged and consolidated into an important military strategy and history research organization of the Ministry of National Defense.

Sharing the difficulties of the Institute's Party Committee in the early days of the merger, especially in stabilizing ideology and organizing the staff, Lieutenant General Pham Truong Son affirmed that this was a major and correct policy of the Central Military Commission and the Ministry of National Defense, aiming to streamline the organization, improve the effectiveness and efficiency of the leading strategic research agency, meeting the requirements of building a modern Army in the new situation. With the spirit of solidarity, proactiveness and high responsibility, the Institute's Party Committee focused on leading the synchronous and comprehensive implementation of all aspects of work, successfully completing the assigned targets and tasks.

Notably, the Party Committee of the Institute has led and directed the Institute to successfully fulfill its strategic advisory and military history work functions; presided over research and development of projects and topics to submit to the Politburo; summarized and reviewed the implementation of resolutions on the National Defense Strategy, Military Strategy and Homeland Protection Strategy in the new situation; and improved the quality of strategic advisory and forecasting.

Preside over the effective organization of national and Ministry of National Defense level scientific conferences; guide and direct the entire army to implement on schedule, ensuring the quality of military history work and scientific research. Prepare well the contents of defense foreign affairs activities and international conferences, contributing to enhancing the position and prestige of Vietnam and the Army in the international arena.

Leading the construction of a comprehensively strong Institute, focusing on political and ideological education; launching the Emulation Movement to Win, associated with major campaigns, especially the campaign "Promoting tradition, dedicating talent, worthy of being Uncle Ho's soldiers in the new era". Strictly maintaining working order, implementing well the work of protecting internal politics, cadre policies; building strong mass organizations, operating in an orderly and effective manner. Leading the strict implementation of resolutions and directives of superiors on Party building work. Maintaining the order and principles of Party activities; developing plans and arranging cadres reasonably, ensuring a solid transition between generations. Doing well the work of inspection, supervision, and enforcement of Party discipline, promptly overcoming limitations after inspection. Every year, over 95% of Party committees, Party organizations and Party members complete their tasks well or better.

With the achieved results, the Party Committee of the Institute has been continuously recognized as a strong and clean Party Committee, fulfilling its tasks well; the Institute was awarded the Emulation Flag of the Ministry of National Defense in 2022, the Emulation Flag of the Ministry of Defense in 2020, 2023, 2024.

In the 2025-2030 term, based on the analysis of the domestic, world and regional situations as well as the requirements for military and defense tasks in the coming time, Lieutenant General Pham Truong Son requested the Party Committee of the Institute to continue to promote its role as a strategic research center, providing timely, effective, in-depth and strategic advice, bringing high theoretical and practical values. Proactively discover, research and propose new issues on military art, modern combat forms, high-tech warfare, meeting the requirements of protecting the Fatherland in the new situation.

Along with the requirement to improve the quality of political and ideological education; strengthen the training of will, courage, sense of responsibility, and creativity in research for each cadre and party member, Lieutenant General Pham Truong Son emphasized that the Party Committee of the Institute must strictly implement the principles of Party organization and activities; focus on building a team of cadres and party members with profound, professional, and modern qualities, capacities, and scientific research styles. Closely combine the building of a strong and clean Party organization with the building of a comprehensively strong agency that is "exemplary and typical". Regularly pay attention to and take care of the material and spiritual life of cadres and soldiers; proactively apply information technology and digital transformation in professional work, scientific research, and management of records and data to meet the requirements of tasks in the new situation.
