Binh Duong Provincial leaders received a delegation of leaders from the Asian Development Bank (ADB)
On August 16, a delegation of Executive Directors of the Asian Development Bank (ADB) led by Ms. Charlotte Justine Diokno Sicat paid a courtesy visit to the leaders of the Binh Duong Provincial People's Committee.
Mr. Nguyen Van Danh, Chairman of the Vietnam Fatherland Front Committee, Vice Chairman of Binh Duong Provincial People's Committee received and introduced an overview of the province's socio -economic development results.

In recent times, with the vision and dynamism of the provincial leaders through the periods, they have creatively applied and promptly accessed long-term preferential loans to invest in infrastructure development, including the Asian Development Bank. Thanks to that, Binh Duong has ensured the supply of clean water, the environment, improved the quality of people's lives and continuously improved the efficiency of attracting investment.
In the coming time, Binh Duong province aims to develop a green economy, digital transformation and circular production, so it needs investment resources to develop smart infrastructure and train high-quality human resources. In addition, the province also devotes resources to developingeducation and health care, focusing on people in the development process, so it needs continued support from international financial organizations, including ADB.
Ms. Charlotte Justine Diokno Sicat thanked the leaders of Binh Duong province for their warm and thoughtful welcome and expressed her impression of the effective use of capital for infrastructure development, creating a large development space and forming the brand of Binh Duong with dynamic and sustainable development in attracting investment.
During the working trip, the delegation continued to visit the Waste Treatment Complex and Biwase Waste-to-Energy Incineration Plant in Chanh Phu Hoa Ward. Here, the delegation asked to introduce the development process and transformation from a 100% state-owned enterprise to a joint stock company.

Mr. Nguyen Van Thien, Chairman of the Board of Directors of Binh Duong Water and Environment Joint Stock Corporation (BIWASE), said that since 2004, BIWASE has accessed and used loans from ADB (30,000 USD) for the Thu Dau Mot Water Plant project. This project first provided clean water for the people of Thu Dau Mot urban area. In 2010, ADB continued to lend and increased capital to 45 million USD to develop the Di An Water Plant to provide clean water for urban areas and industrial zones in the southern region of the province.
In 2016, BIWASE entered into equitization and continued to receive capital support from ADB and Jica to develop environmental protection and waste treatment projects without government guarantees (credit) thanks to reputation assurance.
Thanks to loan capital combined with the ability to search, connect, and learn, BIWASE has gradually completed projects on waste treatment, biogas recovery for electricity generation, compost production, and moving towards waste incineration for electricity generation, all designed and technology mastered by BIWASE.
Currently, the BIWASE Waste-to-Energy Incineration Plant with a capacity of 12 MW is assessed by the Ministry of Natural Resources and Environment to have the lowest ash and slag ratio in the country (10%), while other plants are over 20%. Therefore, the BIWASE Waste-to-Energy Incineration Plant is also assessed as the most efficient waste-to-energy plant. 10% of the ash and slag after burning to generate electricity is recycled by BIWASE into construction materials and decorative bricks in a circular direction. "BIWASE is a green, scientific and circular economic ecosystem", Chairman Nguyen Van Thien concluded.

At the end of the visit, the delegation of ADB executives repeatedly expressed their joy, appreciated the capacity and efficiency of operations, and wished to continue cooperating in developing clean water and environmental sanitation projects with Binh Duong and BIWASE.
