
On the morning of October 16, the Provincial People's Committee worked with the Asian Development Bank (ADB) delegation on the progress of the implementation of the Priority Infrastructure Project to Adapt to Climate Change in Ha Tinh City (now in the wards and communes of Thanh Sen, Tran Phu, Ha Huy Tap, and Cam Binh).
Attending the working session were Mr. Alexander David Nash - Senior Urban Development Expert; Mr. Vu Ngoc Chau - Senior Project Manager of Agriculture and Natural Resources, co-head of the ADB delegation.
On the side of Ha Tinh province, there were Vice Chairman of the Provincial People's Committee Tran Bao Ha, Director of the Department of Finance Nguyen Trong Hieu, Party Secretary, Chairman of the People's Council of Thanh Sen ward Tran Quang Tuan, and representatives of leaders of relevant departments and branches.
The working session was attended by representatives of the Ministry of Finance online.
The Priority Infrastructure Project to Adapt to Climate Change in Ha Tinh City (now in the wards and communes of Thanh Sen, Tran Phu, Ha Huy Tap, and Cam Binh) was approved by the Prime Minister in Decision No. 126/QD-TTg dated January 31, 2024; the Chairman of the Provincial People's Committee approved the feasibility study report in Decision No. 1698/QD-UBND dated June 30, 2025.

The project is implemented with the goal of supporting the development of appropriate infrastructure, adapting to climate change in the old Ha Tinh city and surrounding areas through solutions to reduce flooding, develop regional transport links and technical support to improve people's lives, develop sustainable urban areas, and create momentum for comprehensive socio-economic development.
The project has a total investment of over VND3,286 billion, of which ADB loan is over VND2,318 billion, non-refundable aid is VND36 billion and counterpart capital from the local budget is over VND930 billion. The project is implemented in the wards and communes of Thanh Sen, Tran Phu, Ha Huy Tap and Cam Binh, including 4 main components: building a complete drainage system; expanding water storage and drainage capacity; developing a climate change-adaptive transport system and providing technical support and capacity building.

Currently, the project is being implemented on schedule. The project has been approved by the Ministry of Agriculture and Environment for its Environmental and Impact Assessment Report. The Provincial People's Committee has submitted to the Ministry of Finance for appraisal of debt repayment capacity and capital usage plan.
Regarding the progress of site clearance, the Provincial Traffic Construction and Urban Development Investment Project Management Board has completed the site clearance and resettlement marker planting; at the same time, it is preparing to invest in 3 resettlement infrastructure projects to serve the site clearance and resettlement work for the project. The leaders of the Department of Finance and the Project Management Board have had a meeting with ADB to speed up the procedures and documents to request ADB to approve the project internally. According to the plan, from 2026 to 2029, the project will be implemented, investment will be completed, and put into operation.
At the meeting, ADB representatives highly appreciated Ha Tinh province's efforts in preparing and implementing the project steps. In an atmosphere of cooperation, responsibility, and common goals, ADB and Ha Tinh focused on discussing and agreeing on the project design, agreeing on assessing the sustainability of the loan and outstanding issues, financial issues, site clearance, etc.; discussing the necessary processes and procedures to complete, removing difficulties and obstacles so that the project can be implemented according to plan, schedule, and in compliance with regulations.

Concluding the working session, Vice Chairman of the Provincial People's Committee Tran Bao Ha emphasized the important significance of the project for the sustainable development of the central urban area of Ha Tinh.
Receiving the opinions of the ADB working group, the Vice Chairman of the Provincial People's Committee requested departments, branches and sectors, according to their assigned functions and tasks, to proactively coordinate and complete the procedures and documents of the project, ensuring compliance with progress, quality, efficiency, and compliance with the regulations of Vietnam as well as ADB. Focus on completing the documents to submit to the Ministry of Finance to appraise the province's re-borrowing capacity according to regulations; review the scope and organize the implementation of site clearance work...
Ha Tinh province hopes to continue receiving attention and support from the Ministry of Finance and ADB to soon complete documents and procedures, speed up progress and effectively implement the project, contributing to building the central urban area of Ha Tinh to develop modernly, sustainably, and adapt to climate change.
