Provincial leaders review and evaluate the disbursement of public investment project capital in northern communes.

On August 16, a working delegation of the province led by Mr. Nguyen Linh, Vice Chairman of the Provincial People's Committee, inspected the progress of a number of projects, works and disbursement of capital for public investment projects in 37 communes and wards in the North.

Comrade Nguyen Linh, Vice Chairman of the Provincial People's Committee chaired the meeting.

Accompanying the delegation were representatives of the leaders of agencies and units: Department of Finance, Department of Construction, Provincial Land Fund Development Center, Northern Traffic and Agricultural Construction Investment Project Management Board (Management Board), and leaders of 37 communes and wards.

Regarding the implementation of projects invested by the Management Board: The total capital plan for traffic works in 2025 is more than 2,254 billion VND; to date, more than 1,137 billion VND has been disbursed, reaching 50.5%. Of the 27 traffic projects, 18 have been finalized, 5 are in the process of implementation and 4 are preparing for investment.

For the fields of agriculture, rural development and technical infrastructure, the total capital in 2025 is more than 431.9 billion VND, of which more than 199.7 billion VND has been disbursed, reaching 46.25%. Of the total 22 projects, 5 projects have been finalized; 6 projects have been completed and are completing the finalization dossier; 1 project has been completed but has not yet submitted for finalization and 10 projects are in the process of implementation.

At the meeting, leaders of communes and wards pointed out difficulties and obstacles in the implementation process, especially in identifying investors and site clearance. Delegates also discussed and proposed solutions to improve the effectiveness and quality of implementation in the coming time.

Concluding the working session, Mr. Nguyen Linh, Vice Chairman of the Provincial People's Committee, requested that the Department of Construction and the Department of Finance coordinate with relevant units to soon issue documents guiding communes and wards in establishing working groups for compensation, support, and site clearance, and at the same time clearly define the authority and responsibility of investors at the commune level.

For the implementation of new projects, localities need to ensure the content according to the Law on Bidding. For projects under construction after the completion of district-level activities, the Department of Construction needs to provide additional guidance on related procedures for localities.

The Vice Chairman of the Provincial People's Committee emphasized: After receiving instructions from competent authorities, communes and wards need to urgently speed up the construction progress of works and projects, ensure quality and promptly report difficulties for resolution...

Comrade Nguyen Linh and the working delegation inspected the inner-city road project in Ngan Son commune.

Previously, the delegation inspected the progress of some projects in Cho Moi commune, Ngan Son commune and Bac Kan ward.
