Provincial People's Committee leaders inspect preparations for implementing two-level local government in Bac Son

On the afternoon of June 24, the provincial working delegation led by Mr. Luong Trong Quynh, Vice Chairman of the Provincial People's Committee, inspected the preparations for the operation under the 2-level local government model; handling of state finance and budget; and arrangement, organization and handling of public assets; and transition of management of programs, tasks, projects and public investment plans in Bac Son district.

Joining the delegation were representatives of leaders of a number of departments, branches and sectors of the province.

Leaders of Bac Son District People's Committee reported on preparations to the working delegation.

Implementing documents and instructions from superiors, closely following directives, instructions, plans, etc., Bac Son district has arranged 18 communes and towns into 6 new administrative units including: Bac Son, Hung Vu, Vu Lang, Nhat Hoa, Vu Le, Tan Tri.

In order for the new communes to start operating immediately after the district level ends, the district has focused on implementing organizational and personnel work; decentralization and delegation of authority; management and handling of public assets...

Regarding the organization and personnel work, the district has developed a plan to arrange 354 people, including 106 district-level civil servants, 243 commune-level civil servants, and 5 officials transferred to new commune civil servants. The staff and civil servants are arranged reasonably, with positions suitable to their professional capacity.

Regarding decentralization and delegation of authority, the new commune-level administrative units have now fully prepared conditions related to personnel, facilities, equipment, etc. to be ready to implement the contents of decentralization and delegation. At the same time, the District People's Committee directed the units to review, develop plans for arranging, assigning, and handling public assets; plans for handling the transition of management of programs, tasks, projects, and public investment plans according to the set roadmap and plan.

At the inspection session, delegates focused on discussing the following contents: facilities of newly established commune units; establishment of specialized departments and offices of new commune-level administrative units; arrangement of staff; management of archives, etc.

Speaking at the inspection session, the Vice Chairman of the Provincial People's Committee acknowledged and highly appreciated the efforts in preparing to operate the 2-level local government model in Bac Son.

He suggested that in the coming time, leaders of Party committees and authorities at all levels continue to propose solutions to overcome difficulties, focusing on researching and developing plans for the working headquarters of the 6 new communes to be concentrated, close to the people, ensuring work efficiency without wasting facilities and assets that can still be used... to stabilize working conditions from July 1.

For the new commune personnel work, it is necessary to proactively implement the previously approved and agreed plan; transfer civil servants, public employees, and workers at public service units in the area. At the same time, resolve the regime and policies for the retired staff in accordance with regulations and goals, creating favorable conditions for the implementation of organizational arrangement.

He noted: it is necessary to urgently carry out the transfer of records, documents, and data; at the same time, review, pay, and finalize the contents, expenditures, works, and projects that have been implemented and completed in accordance with standards and norms, to avoid loss of state budget.

At the same time, proactively prepare in advance the steps, processes and procedures for appointing cadres in departments, offices and units of new communes in accordance with regulations; draft working regulations and rules and proactively prepare material conditions; direct grassroots party committees and organizations to prepare the contents of organizing party congresses for the 2025-2030 term, ensuring progress and quality according to the direction of the Central and Provincial Party Committees.

Regarding the opinions and recommendations of the district, he requested that the leaders of departments, branches and sectors receive and consider resolving issues within their authority.

Hung Vu commune headquarters is being renovated to operate the new commune-level administrative unit.
