Lao Cai tests 48 new commune-level administrative units

On June 15, Lao Cai Provincial Party Committee issued Notice No. 4695-TB/TU on trial operation associated with preparation for new commune-level activities in the area.

Accordingly, Lao Cai province will test and prepare for the operation of the new commune-level political system (48/48 new commune-level units) in the province from June 17 to June 30, 2025.

Lao Cai Provincial Party Committee requests agencies, units, localities and comrades assigned to preside over new communes and wards to urgently implement the assigned tasks as follows:

District, town and city party committees promptly deploy the Central and provincial directives to comrades expected to be assigned to participate in the new commune party committees after the reorganization and civil servants under their management, regarding the trial operation of the apparatus in conjunction with preparing tasks for the commune-level political system to officially come into operation from July 1, 2025. At the same time, assign specific tasks to each member of the (current) party committee to carry out the tasks of trial operation.

Lead and direct the People's Committees of districts, towns and cities to urgently and fully prepare the working offices, facilities, equipment and means of the new communes and wards after the rearrangement; the arrangement must be suitable to the actual conditions of the locality, ensuring convenience for leadership, management, operation and service to the people.

The comrades assigned by the Provincial Party Committee to preside over the new communes and wards should focus on immediately implementing the assigned tasks according to the notice of assignment of presiding over the commune-level consolidation work of the Provincial Party Committee, combined with the trial operation of the commune-level political system to promptly adjust and gradually complete the tasks to officially come into operation.

Urgently arrange the organization of departments, offices, and centers according to the new commune-level administrative model; promptly grasp the regulations on the division of authority, decentralization, and delegation of power to local authorities at 2 levels to proactively implement assigned tasks according to authority in all fields.

Proactively lead, direct and handle situations that arise before, during and after the trial operation of the new commune-level local government. Ensure the best service for the needs of the people and businesses, without interruption.

Lao Cai Provincial Party Committee assigned provincial-level agencies to coordinate and provide guidance on functions, tasks and specialized expertise of their sectors at the new commune level.

The members of the Provincial Party Standing Committee in charge of the area regularly monitor, urge, and promptly give directions to remove difficulties and obstacles in the process of organizing the implementation of the new commune-level trial operation in the assigned area.

Comrades who are district and commune-level officials participating in the trial operation process must arrange their work reasonably, to simultaneously carry out assigned tasks at the agencies and units where they are currently working.

For provincial-level officials who are expected to be assigned to the commune level, based on their work positions and reasonable work arrangements, they can temporarily hand over their work to spend time participating in preparation and trial operations at the commune level.

Relevant agencies, units and individuals, based on their functions and tasks, regularly report and reflect the results to the Standing Committee of the Provincial Party Committee, the People's Council and the Provincial People's Committee for consideration and direction.
