Dien Bien prepares conditions to ensure new commune level goes into operation

According to the report of specialized agencies of Dien Bien province, despite the large and difficult workload, closely following the direction and guidance of the Central Government, up to this point, Dien Bien province has completed the steps to arrange commune-level administrative units and has been approved by the Standing Committee of the National Assembly with a specific number of 45 commune-level administrative units (including 42 communes and 3 wards).

Ensuring necessary and sufficient conditions so that as soon as the commune level comes into operation (from July 1, 2025), the Dien Bien Provincial Steering Committee has simultaneously directed the implementation of arrangement, organization, and resolution of regimes and policies for cadres and civil servants under the management of the Provincial Party Committee Standing Committee; cadres, civil servants, and public employees under the management of the Provincial Party Committee's Organization Board; cadres and leaders under the management of the Provincial People's Committee Party Committee and the Department of Home Affairs.

Comrade Vu A Bang, Vice Chairman of the People's Committee of Dien Bien province, said: Based on the personnel plan for the government sector approved by the Standing Committee of the Provincial Party Committee, the Provincial People's Committee has directed the Department of Home Affairs to guide and urge districts, towns and cities to urgently review and prepare dossiers to send to the Department of Home Affairs for personnel appraisal before submitting them to the Standing Committee of the Provincial People's Council to appoint key positions at the commune level (government sector) after the arrangement. Specifically, including the dossiers of cadres expected to be assigned to the positions of chairman, vice chairman of the People's Council, head and deputy head of the People's Council, chairman and vice chairman of the People's Committee at the commune level.

Comrade Le Thanh Do, Chairman of the People's Committee of Dien Bien province, requested that districts focus on completing work to be ready for handover to the new commune level to receive and put into operation.

Currently, the District People's Committee has completed the plan to transfer cadres and civil servants from the current district and commune levels to the new communes. Accordingly, the new commune-level administrative unit with the largest number of cadres and civil servants is Dien Bien Phu ward (139 people); the commune-level administrative unit with the smallest number of cadres, civil servants and public employees is Sam Mun and Cha To (51 people).

As for civil servants, after the competent authority decides to establish a new organizational structure, the Provincial People's Committee will direct the transfer of civil servants from public service units to the province or commune level. Of which, the expected number of civil servants in the fields of culture, radio, television, services, urban order management, etc. transferred to the commune level is 246 people.

Referring to the significance and necessity of rearranging and reorganizing 2-level administrative units, comrade Tran Quoc Cuong, member of the Party Central Committee, Secretary of Dien Bien Provincial Party Committee, proposed to increase propaganda create high unity of thought and action within the entire Party, the provincial political system, and consensus among the people on implementing the arrangement of the apparatus and the model of organizing the two-level local government.

Regarding the cadres and leaders selected for promotion and placement in the new commune-level apparatus, comrade Tran Quoc Cuong especially emphasized that they must be professionally qualified, meet job requirements, have practical demands, and be ready to receive and resolve people's work...

Regarding cadres who volunteered to retire or quit their jobs to facilitate the rearrangement of the organization and apparatus, comrade Tran Quoc Cuong suggested that the professional sector must really pay attention and apply the highest level of support to the comrades who volunteered and well implemented the policy to facilitate the locality in rearranging the apparatus and assigning cadres.

Emphasizing the requirement to ensure smooth operations, no work interruptions, no overlapping, duplication or omission of tasks, fields, areas, and no impact on socio -economic development tasks, normal activities of society, people, and businesses, the Secretary of the Dien Bien Provincial Party Committee requested the Provincial People's Committee to lead and direct specialized agencies under the district-level People's Committees to complete the handover of work, records, documents, finance, budget, headquarters, assets, and other related facilities to competent agencies, organizations, and units. At the same time, the decision was made to establish Working Groups to direct, guide, and organize the handover of work, records, documents, finance, budget, headquarters, assets, facilities, etc.
