Ho Chi Minh City: Ensuring the operation of new ward and commune governments from July 1

On the afternoon of June 19, Mr. Nguyen Van Duoc, Chairman of the Ho Chi Minh City People's Committee, inspected the comprehensive operation of the new ward and commune governments at the People's Committee of District 1 (New Saigon Ward).

On the afternoon of June 19, Mr. Nguyen Van Duoc, Chairman of the Ho Chi Minh City People's Committee, inspected the comprehensive operation of the new ward and commune governments at the People's Committee of District 1 (New Saigon Ward).

Reporting at the meeting, Mr. Le Duc Thanh, Chairman of District 1 People's Committee, said that currently, the district's specialized agencies are carrying out statistics, packaging and cataloging documents to prepare for handover, reception and management when separating and merging commune-level administrative units in the area.

The total number of documents in District 1 is more than 4,030 meters, of which more than 2,570 meters have been corrected and 1,460 meters have not been corrected.

“Regarding the work of reviewing and making statistics on facilities, plans for arranging offices, equipment and conditions to ensure service for the new ward and commune administrative units after the arrangement, District 1 will implement the principle of handing over all of them in their original condition. As for personal computers, individuals will bring them to the new unit. The heads of the new unit and the old unit are responsible for handing over the total number of personal computers of their transferred units,” said Mr. Le Duc Thanh.

According to Mr. Le Duc Thanh, since July 1, District 1 has had 19 cases of civil servants resigning under the streamlining program. The number of non-professional workers in the wards and workers who proposed to resolve the District's policies is 217 people, allocated to new wards, specifically: Tan Dinh Ward 52 people, Saigon Ward 52 people, Ben Thanh Ward 58 people and Cau Ong Lanh Ward 55 people.

“The pilot operation of the two-level local government model in the area was assessed as successful, basically ensuring the official operation of the new ward from July 1. This result was achieved thanks to the team of cadres and civil servants arranged for the pilot operation, ensuring uniformity, professional expertise, and meeting the work requirements of the new model,” Mr. Le Duc Thanh added.

Also related to the pilot operation of the two-level local government model, a representative of the Department of Science and Technology of Ho Chi Minh City said that it is expected that on June 28, the City will conduct the second pilot operation in 102 new wards and communes; at the same time, promote pilot operation to 168 wards, communes and special zones of the new Ho Chi Minh City, before June 30.

Regarding the work of connecting data from wards and communes to the General Data Center, according to the representative of the Ho Chi Minh City Digital Transformation Center, currently most wards and communes have smoothly connected data, only a few units due to substandard equipment need to be reinvested in synchronization, to ensure that the process of transferring data and records is not interrupted.

In addition, the City Digital Transformation Center is urgently deploying connections and creating accounts on the system to receive feedback from people via Call Center 1022 for all 168 wards, communes, and special zones of the new City, ready to go into operation from July 1.

In his concluding remarks, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc requested that districts focus on developing and promulgating regulations on assigning tasks to new communes and wards according to the Central Government's guidance; at the same time, direct and guide new communes and wards to clearly understand and perform well their assigned tasks in the spirit of strong decentralization and delegation of power to communes and wards in handling and resolving administrative procedures to serve people and businesses.

The Chairman of the City People's Committee also requested to review and complete the "four tools" of management including: Online conference system, Record management system, Document management system and People's feedback reception system (1022), ensuring that by July 1 everything is ready to go into official operation.

In addition, localities should do a good job of communicating to people about the new headquarters and new operating methods so that people can update and understand the regulations and procedures; thereby interacting with the new government more effectively./.
