Lao Cai completes removal of temporary and dilapidated houses ahead of the Government's deadline

TPO - On June 18, Lao Cai province announced the completion of new construction and repair of temporary and dilapidated houses, exceeding the Government's plan (deadline is October 31, 2025).

According to Lao Cai province's report, by May 2025, Lao Cai province had completed the construction and repair of 10,707 houses for people with revolutionary contributions, martyrs' relatives, poor and near-poor households. Of these, 7,352 houses were newly built and 3,355 houses were repaired, reaching 100% of the progress and exceeding the set plan.

The total budget for the program to eliminate temporary and dilapidated houses in Lao Cai province is 1,087 billion VND, mobilized from many social resources. About 19,520 working days have been contributed by forces and communities, notably the Lao Cai Provincial Youth Union with more than 4,000 working days, the Provincial Military Command with more than 3,400 working days, and the Police force with nearly 2,500 working days. Many construction materials such as cement, steel, bricks, etc. have also been contributed by philanthropists, people and businesses, worth more than 8 billion VND.

In Lao Cai, some good practices have been effectively implemented, such as the simultaneous groundbreaking ceremony in early 2025 to create momentum throughout the province. Local authorities have also cleverly mobilized households with the same "age-matching" mentality to start construction on schedule, established labor exchange groups to help each other build houses, and transported materials to households in areas with difficult transportation.

Speaking at the program, Secretary of the Provincial Party Committee, Chairman of the Lao Cai Provincial People's Committee Trinh Xuan Truong said that in September 2024, when the province was implementing the program, storm No. 3 ( Yagi ) made landfall, causing great damage to people and houses. Lao Cai quickly overcame the consequences: built 686 new houses, repaired 991 houses, and relocated over 2,500 households from dangerous areas. The workload was huge, but thanks to the province's strong direction and the community's cooperation, everything was completed 2 months ahead of schedule compared to the Central Government's requirements.

However, the implementation process still encountered some difficulties: rugged terrain, limited human resources, complicated construction material procedures, construction costs higher than the support level (only reaching 50-70%), while the supported households were mainly poor households, unable to cover the remaining amount.

Approximately 19,520 workdays were contributed by the forces and the community.

According to the Provincial Party Secretary and Chairman of the Lao Cai Provincial People's Committee, from the implementation, Lao Cai province has drawn many valuable experiences such as promoting the spirit of mutual love and affection, effectively mobilizing socialized resources; Sharing local initiatives such as exchanging labor, supporting materials, and organizing transportation; Linking the results of program implementation with the evaluation of grassroots cadres, praising places that do well, reviewing places with slow progress; Proactively removing difficulties in funding and land to provide timely support to people.

Mr. Trinh Xuan Truong, Secretary of the Provincial Party Committee and Chairman of the People's Committee of Lao Cai province, emphasized that the program not only solves housing problems but also raises community awareness, arouses people's inner strength and spirit of self-reliance.

In the coming time, Lao Cai province will continue to promote propaganda and mobilize social resources to join hands with the State. Lao Cai province will organize thematic activities to raise awareness for households that have received support, avoiding the mentality of waiting and relying on others.

Lao Cai province is currently completing the issuance of land use right certificates to households before July 2025, researching and proposing accompanying support policies such as vocational training, loans, health care, education, etc. to help people stabilize long-term and escape poverty sustainably.
