The information has just been sent by the Departmentof Education and Training (GD&DT) of Ho Chi Minh City to the heads of examination sites before the 2025 high school graduation exam.
Speaking to reporters, a representative of the Ho Chi Minh City Department of Education and Training said that on June 19, surveillance cameras will be installed simultaneously at 171 high school graduation exam sites in Ho Chi Minh City and will operate continuously even when there is a power outage.
The camera will be placed in the room where the exam papers and test papers are stored. This is to ensure that all items containing exam papers and test papers in the room and actions affecting those items are covered. Along with that, the camera also stores all data of the process of storing exam papers and test papers at the testing site.

According to the requirements of the Department of Education and Training of Ho Chi Minh City, the camera must be connected to a monitor screen to monitor its operation. The test site technician must have a firm grasp of the method and prepare the device to start, turn off and remove the memory card, receive the handover of the memory card bag and camera box.
The removal of surveillance cameras will be carried out within 1 week, starting from June 30 to July 7, after the end of the last exam session (June 28). For the exam marking points, surveillance cameras will be installed within 20 days, starting from June 30 to July 20 after the end of the exam marking.
After the cameras have been completely removed from all the testing and marking locations, the camera installation unit will hand them over to the Department of Education and Training of Ho Chi Minh City. At the end of the exam, the camera installation unit at the testing and marking locations will return them to the Department of Education and Training of Ho Chi Minh City. During the entire working process, the deputy head of the testing location in charge of facilities is primarily responsible for connecting the relevant departments.
The 2025 high school graduation exam in Ho Chi Minh City has 99,578 candidates registered to take the exam, an increase of 8,891 candidates compared to last year.
Of these, 97,940 candidates took the exam under the 2018 General Education Program and 1,638 candidates under the 2006 General Education Program.
Ho Chi Minh City has mobilized 855 officials from the examination site management board, 12,726 invigilators (an increase of 1,409 invigilators compared to last year), 2,394 examination site service staff, 513 police officers on duty at examination sites, 92 officials from the examination paper printing and copying board, and an expected 300 officials from the examination paper transportation and handover board.
All examination rooms ensure a minimum area of 30m²/room, with 24 examination tables/room arranged according to regulations. The security and storage system is fully equipped with secure iron cabinets, 2-layer locking system and standard sealing along with the preparation of more than 10,000 sets of records of all kinds.
