On December 20, the Provincial People's Committee issued Document No. 3766/UBND-KT1 on water supply for spring rice cultivation in 2025 and prevention, control and mitigation of impacts when drought and water shortage occur in the province. The content is as follows:
Pursuant to Official Dispatch No. 128/CD-TTg dated December 8, 2024 of the Prime Minister on proactively preventing and combating drought, water shortage, and saltwater intrusion; Notice No. 9193/TB-BNN-TL dated December 4, 2024 of the Ministry of Agriculture and Rural Development on the water intake schedule for winter-spring rice cultivation in 2024-2025, in the Northern Midlands and Delta region, the water intake schedule for winter-spring rice cultivation in 2024-2025, in the Northern Midlands and Delta region, specifically including 2 periods, totaling 12 days as follows:
Phase 1: From 0:00 on January 12 to 24:00 on January 16, 2025 (5 days);
Phase 2: From 0:00 on February 8 to 24:00 on February 14, 2025 (7 days).
During the above period, the water level at the Hanoi Hydrological Station in the first phase will remain at about 1.70m; in the second phase, the hydropower plants will operate at maximum power generation capacity to increase water resources downstream (the average water level is expected to reach about 1.70m ÷ 1.90m at the Hanoi Hydrological Station). In order to make the most of water resources, ensure adequate water supply for the entire spring crop area in 2025 and prevent, combat and limit the impact when drought and water shortage occur in the province, the Provincial People's Committee requests:
1. Department of Agriculture and Rural Development:
- Inspect and urge units to focus and mobilize resources to carry out winter-spring dredging and build Bac Hung Hai dike, build the main canal embankment in 2024-2025 to complete the Plan assigned by the Provincial People's Committee.
- Develop a plan to take water for the province's flood as required; summarize and report any difficulties and problems that arise to the Ministry of Agriculture and Rural Development and the Provincial People's Committee in a timely manner for direction and resolution.
2. People's Committees of districts, towns and cities:
- Direct departments, offices, functional units and communes, wards and towns to focus on implementing the winter-spring dredging and dike building plan of Bac Hung Hai in 2024-2025, completing the plan assigned by the province; actively propagate and mobilize people to speed up the harvest of winter crops to prepare land for rice cultivation.
- Develop a detailed plan for water intake (flooding, irrigation) to serve the 2025 spring rice crop in accordance with the water intake schedule of the Ministry of Agriculture and Rural Development, the operating plan of the Bac Hung Hai irrigation system and send it to the Department of Agriculture and Rural Development before December 20, 2024; organize water intake effectively, absolutely do not allow requests to release water from hydroelectric reservoirs outside the 2 water intake periods mentioned above.
- Based on the specific situation of water resources and water supply capacity, adjust the crop season and crop structure appropriately; convert rice growing areas in drought-stricken areas that do not ensure water supply to other suitable crops.
- Report daily data on water area during water intake periods to the Provincial People's Committee (through the Department of Agriculture and Rural Development).
3. Hung Yen Province Irrigation Works Exploitation One Member Co., Ltd.:
- Implement dredging of canals, sluice gates, suction pits, and embankment construction in the 2024-2025 period to complete the plan assigned by the Provincial People's Committee. Have solutions to repair, replace, and overcome works at risk of ineffective water intake.
- Based on the water intake schedule of the Ministry of Agriculture and Rural Development, the operation plan of the Bac Hung Hai irrigation system, and the province's rice planting plan, develop a plan to prevent drought and water shortage and send it to the Department of Agriculture and Rural Development before December 20, 2024 for appraisal and submission to the Provincial People's Committee for approval and implementation (when drought and water shortage occur).
- When water resources permit, proactively operate the irrigation system to take in water for early flooding (from January 1, 2025); at the same time, take water to store in the canal system to serve agricultural production.
- Assign leaders and workers to operate the project to get water quickly, safely and effectively; daily report the progress of the dumping and any difficulties and problems that arise to the Provincial People's Committee (through the Department of Agriculture and Rural Development).
4. Hung Yen Electricity Company: Have a plan to supply electricity to pumping stations participating in water pumping activities for spring crop production in 2025 in the province, ensuring electricity quality and 24/24 hours.
5. Enterprises and units supplying domestic water in the province:
- Regularly inspect the water supply system, promptly fix problems, ensure adequate water supply for people's daily life and economic development sectors in the province.
- Speed up construction progress to soon complete and put into use domestic water supply works; develop plans to ensure water supply for residential areas, schools, hospitals, etc.
- Focus on investing in upgrading capacity, improving storage capacity and expanding the water supply pipeline system of the centralized water supply plant.
6. Hung Yen Radio and Television Station, Hung Yen Newspaper: Strengthen information and communication work, raise awareness of all levels, sectors, organizations, units and people to proactively use water economically, proactively respond to the local water resource situation.
