Consulting on Draft Decree on mechanisms and policies to encourage solar power development...

This Decree regulates the development of rooftop solar power installed on the roofs of construction works for the purpose of self-production and self-consumption, without selling electricity to other organizations or individuals. The following cases of rooftop solar power development are not within the scope of this Decree:

1. Rooftop solar power is implemented according to Clause 11, Article 5 of Resolution No. 98/2023/QH15 dated June 24, 2023 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City.

2. Rooftop solar power is implemented according to the direct electricity purchase and sale mechanism.

This Decree applies to agencies, organizations and individuals participating in the development of solar power in Vietnam in the form of self-production and self-consumption and other relevant organizations and individuals.
