This is a strategic step, in line with the national master plan on socio-economic development requirements, a breakthrough change, aiming to realize the highest goal, which is "Streamlining the apparatus, improving the effectiveness and efficiency of management, organizing new development space, maximizing resources, serving the people better"; is the key content in the process of building a "streamlined - compact - strong - efficient - effective - efficient" apparatus that the Central Resolution and the conclusions of the Politburo and the Secretariat have clearly identified.

For the commune level, there must be a breakthrough in thoroughly resolving bottlenecks, weaknesses, limitations, and difficulties that are holding back and hindering local development. These two breakthrough processes must be carried out in parallel, synchronously, and support each other. In particular, Cao Bang province is requested to, with high political determination and drastic actions, continue to implement the Dong Dang (Lang Son) - Tra Linh (Cao Bang) Expressway Project and the expressway connecting routes to Ta Lung border gate, Cao Bang city on schedule. Last week, Cao Bang province completed the pilot phase of the two-level local government with a complete organizational model, operating mechanism, and infrastructure, ensuring readiness for official operation from July 1, 2025. The plan for arranging the staff, civil servants, and public employees was built closely, in accordance with reality and the Central direction. Propaganda work was widely deployed, ensuring high consensus from the grassroots.

However, during the implementation process, Cao Bang province also encountered many difficulties and obstacles, especially in: Administrative infrastructure and information technology are still limited, especially in remote communes after the merger. Ensuring the synchronization of technology systems, data and operational capacity is still a challenge. The arrangement of working headquarters and facilities for newly established units is still lacking in synchronization, while local public investment resources are limited. The arrangement and streamlining of staff and civil servants after the merger has caused difficulties in arrangement, streamlining, ensuring harmony between professional requirements and human factors. A part of the people, especially in communes with major changes in boundaries and names, still have concerns, requiring propaganda and orientation work to continue to be promoted, closely and flexibly.
