
At 10:00 a.m. (local time, 2:00 p.m. Vietnam time), the car of General Secretary To Lam and his wife entered the Presidential Palace. At the parking lot, President Alexander Stubb and his wife presented flowers, shook hands in welcome, and invited General Secretary To Lam and his wife Ngo Phuong Ly to the position of honor.
In a solemn atmosphere, the Military Band played the Vietnamese and Finnish national anthems. Next, representatives from both sides introduced the delegates attending the ceremony.

This is the first visit by a General Secretary of the Communist Party of Vietnam to Finland since the two countries established diplomatic relations in 1973. The visit carries a message of sincere affection and respect of the Party, State and people of Vietnam towards Finland, a country that has actively helped Vietnam in the past struggle to defend the Fatherland and in the current cause of national construction and development.
After the welcoming ceremony, General Secretary To Lam signed the guest book at the Presidential Palace, expressing his joy at visiting the beautiful, creative and humane country of Finland; and thanking the President, his wife and the people of Finland for their warm, friendly and sympathetic welcome.
Vietnam highly values the role and good relationship with Finland and wishes to promote relations between the two countries for the benefit of each country; believes that this visit will make positive contributions, opening a new page in the relationship between the two countries, contributing to peace, stability and development in the region and the world.

Finland is one of the first Nordic countries to recognize and establish diplomatic relations with Vietnam. For decades, Finland has been an important development aid partner of Vietnam, focusing on areas such as water supply and drainage, poverty reduction, climate change, forestry, etc., making an important contribution to the economic and social development process in Vietnam.
Today, Finland continues to be an important partner of Vietnam in the Nordic region.
Two-way trade turnover between Vietnam and Finland has grown continuously in recent years. Cooperation in the field of education and training has been expanded; more than 2,500 Vietnamese students are studying in Finland in the fields of economics, information technology, tourism, etc.

Cooperation in other fields such as science and technology, culture and sports, tourism, labor... has developed positively.
The visit of General Secretary To Lam and the high-ranking Vietnamese delegation is an opportunity for the two countries to review past achievements in cooperation, as well as set out major orientations, renew relations, create momentum, and bring the traditional friendship and multifaceted cooperation to new heights.
This is also an important opportunity for Vietnam to promote cooperation with the Nordic region, while promoting Vietnam's bridging role in connecting Finland with ASEAN, and the EU with ASEAN.
