The Hoa Binh - Moc Chau Expressway Project (Km19+000 - Km53+000 section through Hoa Binh province) was approved for investment by the People's Committee of Hoa Binh province on December 29, 2023 with a total route length of 34 km. The starting point of the project is at km19 before the intersection with the Da Bac town road project to Thanh Son (Phu Tho) connecting with the section from km0 to km19 of the Hoa Binh - Moc Chau Expressway in Da Bac town, Da Bac district. The end point of the project at km53 connects with the Hoa Binh - Moc Chau Expressway construction investment project, the section in Son La province (Chieng Yen commune, Van Ho district, Son La province).
The total investment of the project is 9,997 billion VND, invested by the Management Board of Investment and Construction of Traffic Works of Hoa Binh Province. The project construction unit is the Joint Venture of Vinaconex - VNCN E&C Construction and Engineering Investment Joint Stock Company - Hoa Binh 479 Joint Stock Company. On the expressway, there is 1 bridge over the Da River, 3 tunnels through the mountain, planning of interconnecting and direct intersections, overpasses with 50m high axles to ensure safety and convenience.
Comrade Bui Van Khanh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee gave the order to start the project.
Giving the groundbreaking order, comrade Bui Van Khanh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee emphasized: For Hoa Binh province, the investment in the construction of the Hoa Binh - Moc Chau expressway will contribute to attracting investment in the localities through which the route passes. The highlight is the Hoa Son Bridge project with a length of about 1.2km, the largest cable-stayed main span in Vietnam is 550m long. Hoa Son Bridge was designed and built across Hoa Binh Lake, this location is in the planning of Hoa Binh Lake National Tourist Area. This is a key national tourist area of the Northern midland and mountainous region, with typical tourism products, ethnic cultures and the Hoa Binh Lake ecosystem with diverse types of tourism. In addition, this area is an ecological area, responsible for the main functions of national and inter-regional technical infrastructure and is a key area for economic and tourism development of Hoa Binh province.
In order for the Hoa Binh - Moc Chau Expressway project (Km19+000 - Km53+000 section through Hoa Binh province) to be successfully implemented and achieve the set goals, the Chairman of the Provincial People's Committee requested Da Bac and Mai Chau districts to continue to focus on implementing the remaining work of site clearance, especially the implementation of compensation, support and resettlement policies for households that must be truly suitable to reality and in accordance with legal regulations. The investor must closely and resolutely manage and control the quality, progress and investment capital, ensuring strict compliance with the law. The contractors must promote the highest sense of responsibility, review, closely follow, have specific plans, solutions and measures to ensure the quality and progress of the project every week and every month.

As the winning bidder for package XL – 01 for construction and installation of road surface and works on the route from Kkm19 – Km40+750, the Joint Venture of Vinaconex – VNCN E&C Construction and Engineering Investment Joint Stock Company – Hoa Binh 479 Joint Stock Company is committed to making every effort to complete the project from the very beginning. Absolutely ensure labor safety and environmental sanitation at the project. Ensure the quality of the project in terms of both technical and aesthetic aspects. Ensure the completion of the package ahead of the schedule set by the investor, contributing to the successful implementation of one of the key traffic projects of Hoa Binh province.

Speaking at the groundbreaking ceremony, Prime Minister Pham Minh Chinh affirmed that the Party and State continue to implement three strategic breakthroughs. Of which, transport infrastructure is an important breakthrough. The Government always pays special attention, synchronously promulgating mechanisms and policies to promote rapid and sustainable socio-economic development for the whole country in general and Hoa Binh province in particular. The key task is "developing socio-economic infrastructure, especially synchronous and modern transport infrastructure", which is the basis for the development of Hoa Binh province, an important transport hub connecting with Hanoi and neighboring provinces.
Talking about the 6 important meanings of the Hoa Binh - Son La expressway project, Prime Minister Pham Minh Chinh emphasized: When the Hoa Binh - Moc Chau expressway is formed, it will be the premise for the formation of the Hoa Binh - Son La - Dien Bien expressway and combine with the external traffic network of Son La province with Hoa Binh province and the Northwestern provinces with the capital Hanoi (via the Hoa Lac - Hoa Binh expressway), creating an expressway axis connecting the Northwest region with the Northern economic region, connecting to the Northeast border gate and Lach Huyen international seaport; reducing the load on National Highway 6.
The Prime Minister also proposed: The project construction time should be shortened by 1 year, to be completed by December 31, 2027. Immediately develop the project's phase 2 plan, expanding it to 4 lanes.
The Prime Minister said that the project's commencement demonstrates a joint effort but is only the beginning. In order for the project to be completed soon and to play its role as a driving force for socio-economic development and create a positive and strong change for Hoa Binh province, the provincial authorities at all levels need to fully recognize their responsibilities to the Party, the State and the People, and create favorable conditions for contractors to carry out construction, especially in site clearance.
In addition, leaders at all levels of Hoa Binh province are interested in and direct the improvement of the investment and business environment, creating openness, quickly resolving administrative procedures as well as difficulties and problems of investors and enterprises in construction; promptly reporting to competent authorities to handle arising problems; focusing on caring for stable accommodation, arranging work and living conditions of people who have handed over land for the project.

The provincial departments, branches, People's Committees of Da Bac and Mai Chau districts where the project passes through, and local Party committees and authorities at all levels will pay attention to and promptly resolve difficulties and problems arising during the construction and site clearance process, creating favorable conditions for contractors to soon complete the project according to plan.

Recognizing and praising the efforts of the Party Committee, the government, especially the people in the work of propaganda, mobilizing land clearance, and speeding up the project's progress, Prime Minister Pham Minh Chinh and provincial leaders presented 20 gifts to delegates who are Party cell secretaries, hamlet chiefs, heads of the Front Work Committee, and prestigious people in Cao Son commune, Da Bac district.

Immediately after the groundbreaking ceremony, the construction unit will start construction of the section Km19+000 - Km40+750 (from the beginning of the route to the front of Hoa Son Bridge). It is expected that the section Km40+750 - Km50+400 (package XL-03 including Hoa Son Bridge) and the section Km50+400 - Km53+000 (package XL-04) will be implemented in November 2024.
