The non-binding resolution was approved by 187 countries, with only the United States and Israel voting against it, while Ukraine abstained. Havana is also banned from exporting to neighboring the United States, limiting access to a large market for its goods and costing Cuba nearly $5 billion in 2022 alone, Rodriguez said.
“The embargo is considered genocide,” he said, adding that US policies were deliberately aimed at promoting the suffering of the Cuban people.
The trade embargo, imposed after Fidel Castro’s 1959 revolution, has remained largely unchanged, with some elements tightened by former President Donald Trump. The web of US laws and regulations complicates financial transactions and the Cuban government ’s acquisition of goods and services.

Mr Biden has taken small steps to ease restrictions on Cuba, increasing consular services but has done little to lift previous sanctions.
