On March 10, the Quang Binh Provincial Tax Department announced that it had decided to enforce the payment of over VND65 billion from a number of businesses with "huge" projects that owe taxes.

The tax-indebted companies include: Son Hai Reverside Company Limited, Hanoi - Quang Binh Tourism Joint Stock Company, Saigon - Quang Binh Tourism Joint Stock Company, Linh Thanh Group Joint Stock Company and Thanh An Company Limited.
The most enforced is Son Hai Riverside Company Limited with an amount of more than 51 billion VND, including land rent collected once for the entire rental period of 50.77 billion VND, and late payment of other amounts of more than 624 million VND.
Quang Binh Tax Department has requested the Joint Stock Commercial Bank for Investment and Development of Vietnam - Quang Binh branch to withdraw money from the account of Son Hai Riverside Company Limited to pay the unit's tax debt.
Son Hai Riverside Company Limited is an enterprise approved by Quang Binh province to invest in the Nam Cau Dai urban area project in Phu Hai ward, Dong Hoi city. The project has a total investment capital of 2,200 billion VND, land use area of 434,680 m2.
Saigon - Quang Binh Tourism Joint Stock Company was forced to pay more than 9.1 billion VND because of its annual land rent debt of more than 7.6 billion VND, non- agricultural land use tax of more than 447 million VND, and late payment of other amounts of more than 660 million VND.
This enterprise is the investor of the Saigon - Bao Ninh Eco-tourism project (total investment of 425 billion VND, area of 4.25 hectares) in Bao Ninh commune, Dong Hoi city, which was recently reported by Nguoi Lao Dong Newspaper. The People's Committee of Quang Binh province leased land for this project since June 2009. The investor built the 19-storey shell of the hotel building, but the project has been abandoned for many years.
Hanoi - Quang Binh Tourism Joint Stock Company was also forced to pay taxes of more than 4.4 billion VND. This includes personal income tax, late payment of personal income tax, non-agricultural land use tax (101.3 million VND), other revenue of 4 billion VND and other late payment of 278 million VND.
This company is the investor of the 5-star Pullman Hotel project in Bao Ninh commune, Dong Hoi city with an area of 5.85 hectares, total investment capital of 1,100 billion VND, the project was scheduled to be completed at the end of 2019, but has not been completed in recent years, affecting the beauty of Dong Hoi city.
Linh Thanh Group Joint Stock Company, this company still owes more than 365 million VND in land rent (including land rent payable for 2021 and 2022). This company is currently implementing a project to build a Trade Center and Office for lease in Dong Phu Ward, with an area of 2,034.9 m2.
In addition to the above companies, the Quang Binh Tax Department also said that Thanh An Company Limited, which is currently implementing a hotel project in Hai Thanh ward with an area of 3,307.0 m2, also owes more than 153 million VND in land rent for the first period of 2022, but because the Tax Department has not yet issued a notice of tax arrears for December 2022 to taxpayers, it has not taken enforcement measures for this debt.
Mr. Doan Vi Tuyen, Director of the Quang Binh Provincial Tax Department, said that in order, the first measure is to enforce the withdrawal of money from the account. The form of enforcement of the account must be repeated three times or more. If this fails, the next measures will be proposed.
It is known that among the projects of the 5 companies mentioned above, there are 3 projects that after the Tax Department completes the documents and enforcement procedures, will be transferred to the Department of Natural Resources and Environment to submit documents and procedures for land recovery in accordance with regulations.
These are the projects: Saigon - Bao Ninh Eco-tourism Area; Project to build a commercial center and office for rent of Linh Thanh Group Joint Stock Company in Dong Phu Ward; Hotel project in Hai Thanh Ward of Thanh An Company Limited.
