The Ministry of Transport (MOT) and investors of Long Thanh Airport's component projects are required to speed up progress to be able to synchronously exploit the project before December 31, 2025.

The Government Office has just issued Notice No. 545/TB - VPCP dated December 4, 2024 on the conclusion of Prime Minister Pham Minh Chinh at the meeting on the progress of the implementation of the Long Thanh International Airport construction investment project, connecting infrastructure and planning, urban development of Long Thanh airport and surrounding areas.

Previously, on December 3, 2024, Prime Minister Pham Minh Chinh directly inspected the implementation status and chaired a meeting on the progress of the Long Thanh International Airport construction investment project, connecting infrastructure and planning, urban development of Long Thanh Airport and surrounding areas.

For some works that are being implemented very slowly and not meeting the schedule, the Prime Minister requested that there must be immediate, appropriate and effective solutions to overcome and speed up the progress.

Specifically, for Component Project 4, Long Thanh International Airport, the Prime Minister requested the Minister of Transport to direct relevant agencies and units to adjust the Project implementation plan in accordance with regulations and practical requirements, noting that it is necessary to clarify the work, agencies, units, and implementers, the products, and the completion deadline of January 31, 2025.

The Ministry of Transport is assigned to clarify the responsibilities of organizations and individuals related to the delay and handle them strictly according to regulations; report to the Prime Minister the results of the implementation assignment and review before December 15, 2024.

Regarding the Ho Chi Minh City - Long Thanh Expressway expansion project, the Prime Minister assessed that the main reason for the delay was related to difficulties and problems of the Vietnam Expressway Corporation - VEC.

The Prime Minister assigned Deputy Prime Minister Ho Duc Phoc to directly direct and handle the matter thoroughly before December 10, 2024 (noting that, to meet the progress requirements, the increase in VEC's charter capital needs to be considered with many options, including a multi-step capital increase plan suitable to actual requirements, management acceptance capacity, financial participation plan of SCIC...); direct the review and handling of responsibilities for organizations and individuals with slow implementation, and report to the Prime Minister on the implementation results.

Regarding the Project of building headquarters for animal/plant quarantine agencies under Component Project 1, the Prime Minister assigned the Minister of Agriculture and Rural Development to clarify and strictly handle the responsibilities of relevant organizations and individuals to propose a plan to immediately implement this project, report to the Prime Minister before December 15, 2024; and be responsible for ensuring the project is completed in December 2025.

Regarding site clearance, the Prime Minister directed the People's Committee of Dong Nai province to focus on thoroughly handling existing problems, completing all site clearance work related to the airport, and the expressway serving the airport's operation must be completed by December 2024, ensuring stable lives for local households.

Regarding the urban planning of Long Thanh airport, the Prime Minister requested relevant agencies to consult with experts, consultants and international experience to make a plan with the right scale, scope and vision; including researching and proposing to adjust the name to "Long Thanh airport city planning" and the scope of the planning research includes both Long Thanh district and Nhon Trach district with developed urban areas, industrial ecosystem serving the airport, to be completed in the first quarter of 2025.

Regarding the implementation of the second runway of Long Thanh International Airport, the Prime Minister requested the Minister of Transport to direct relevant units to urgently complete the processes, procedures and documents according to regulations in December 2024 so that construction can begin on January 1, 2025, without delay.

Regarding investment projects to build aircraft maintenance areas (hangars), ground service vehicle maintenance areas, and aviation catering areas under Component Project 4, the Prime Minister requested the Ministry of Transport to complete them synchronously before December 31, 2025. In case there is a need for appropriate mechanisms and policies for implementation, promptly report to the Government and the Prime Minister.

Regarding this content, in Official Dispatch No. 8926?VPCP - CN dated December 4, 2024, the Prime Minister assigned the Ministry of Transport to be responsible for completing the component project of the Long Thanh International Airport Construction Investment Project Phase 1 in 2025 to synchronize with other component projects, without delay; report to the Government and the Prime Minister on issues beyond its authority.

Regarding the establishment of the Working Group to prepare for the exploitation of Long Thanh International Airport, the Minister of Transport is requested to urgently direct to meet the requirements of the task, ensure quality operation and exploitation, promote the goals and tasks of the Project, complete before December 15, 2024; take responsibility if there is waste or loss when exploiting the project.

According to the Prime Minister, project management boards need to learn from practical experience, urgently reorganize construction on the construction site, perform construction smoothly and simultaneously at many locations according to the "rolling" principle; rebuild and complete the progress critical path (gantt); urge and mobilize the total force of the main contractor and subcontractors, deploy 24/7 the work performed by modern machinery and equipment; mobilize youth, army, police... to do public service work performed manually (assigning Ministers, Heads of defense agencies, police, Ho Chi Minh Communist Youth Union...).

Units must urgently take action more strongly and decisively, but must ensure labor safety at the construction site. Consulting and supervising units must uphold their sense of responsibility, regularly inspect and supervise to ensure that construction work is carried out according to progress and quality requirements.

Prime Minister Pham Minh Chinh assigned Deputy Prime Minister Tran Hong Ha to directly direct the implementation of the Project, periodically conduct direct inspections or hold meetings with relevant agencies and units to check and urge the progress of implementation; handle the issue of connecting component projects with each other and traffic connecting to Long Thanh airport to ensure synchronous exploitation when the Long Thanh airport project is completed; Deputy Prime Minister Ho Duc Phoc to direct and thoroughly handle the increase of VEC's charter capital; report to the Prime Minister if any problems arise beyond his authority before December 10, 2024.
