At the scene, Prime Minister Pham Minh Chinh requested forces to mobilize maximum human resources and means to promptly respond to the situation of continued flood and dike breakage; must put the task of ensuring the safety of people's lives and property first, absolutely not be subjective.

The Prime Minister directed Hanoi to closely coordinate with the Ministry of National Defense, the Ministry of Public Security, the Ministry of Agriculture and Environment and relevant agencies and forces to immediately deploy emergency response plans. Units must develop specific plans and be ready to evacuate about 30,000 people from dangerous areas; in which, priority should be given to evacuating people in high-risk areas.

The Prime Minister assigned local authorities to coordinate with functional units to regulate river flows to minimize the risk of overflow and dike breaches. Forces are on duty 24/7 to effectively implement the “4 on-site” motto, proactively respond to all situations, and are determined to prevent human casualties.

The Prime Minister also requested that people be informed so they can be ready to evacuate the area. The army has mobilized two divisions to be ready to assist in evacuating people in case of emergency.

"We must prepare places to go and places to stay for 30,000 people, in universities, schools, and cultural houses for people to live. Prepare places to eat and stay for people, and if we have to relocate people for a long time, we must also clearly calculate the plan, we cannot be subjective" - ​​the Prime Minister requested.
