OF THE PRESIDIUM OF THE CENTRAL COMMITTEE OF THE VIETNAM FATHERLAND FRONT RESPONDING TO THE EMULATION MOVEMENT FOR THE WHOLE COUNTRY TO JOIN HANDS TO "ELIMINATE TEMPORARY AND DISASTER HOUSES" IN 2025

Solidarity, mutual support and assistance are extremely precious traditions of our nation, preserved and nurtured by generations of Vietnamese people from generation to generation. The spirit of "the healthy leaves cover the torn leaves", "the gourd, please love the squash", "love others as you love yourself", covering, sharing, helping the poor, people suffering from natural disasters and misfortunes has become a cultural beauty, the way of life of every Vietnamese person.
In recent years, our Party and State have paid special attention, issued many policies, prioritized resources to achieve the goal of poverty reduction, improving the material and spiritual life of the people. Party committees at all levels, authorities, the Fatherland Front, unions, enterprises, organizations, and individuals have made many efforts, mobilized, and contributed to support the poor, the disadvantaged, and those affected by natural disasters, epidemics, etc. with the spirit of "Leaving no one behind". Thanks to that, the poverty rate in the whole country, especially in difficult areas, remote areas, border areas, and islands, has decreased significantly, and the material life of the people has been clearly improved. However, currently, there are still hundreds of thousands of households living in temporary, dilapidated houses, mostly in ethnic minority areas in the Northwest, Central Highlands, Southwest, West Central Coast, and coastal areas, where the terrain is fragmented, travel is difficult, the economy is slow to develop, and is often affected by natural disasters and climate change.
To successfully implement Resolution No. 42-NQ/TW dated November 24, 2023 of the 13th Party Central Committee on continuing to innovate and improve the quality of social policies to meet the requirements of national construction and defense in the new period, the Central Emulation and Reward Council and the Presidium of the Central Committee of the Vietnam Fatherland Front launched a nationwide emulation movement to join hands in "Eliminating temporary and dilapidated houses". The implementation period is from April 2024 to the end of 2025.
This is a work of profound human significance, demonstrating the superiority of our regime. Promoting the spirit of the historic victory of Dien Bien Phu, we strive to basically complete the elimination of temporary and dilapidated houses for poor households, near-poor households, and people affected by natural disasters and climate change nationwide by the end of 2025, practically celebrating the 50th anniversary of the Liberation of the South and National Reunification; celebrating the 80th anniversary of the founding of the country and welcoming the 14th National Congress of the Party.
During the famine of 1945, President Ho Chi Minh called out, "When we hold a bowl of rice to eat, thinking of the poor and hungry, we cannot help but feel sad...". Today, the country is developing, the vast majority of people have a prosperous and happy life, thinking of those who still have to live in temporary, dilapidated houses, when the sun, rain, wind and cold are so difficult, makes each of us feel sad and tormented.
Imbued with the viewpoint of General Secretary Nguyen Phu Trong "The happiest person is the one who brings happiness to many people", the Presidium of the Central Committee of the Vietnam Fatherland Front enthusiastically responded to the emulation campaign launched by the Prime Minister. With the message "A million loving hearts - A thousand happy homes", we earnestly call on businesses, agencies, organizations, collectives, individuals, all walks of life, and overseas Vietnamese to join hands and contribute their efforts, those with wealth contribute their wealth, those with merit contribute their merit, those with little contribute little, those with much contribute much. The common level of effort is: cadres, civil servants, public employees, soldiers of the armed forces, those receiving salaries from the state budget, each person contributes at least one day's salary each year; workers and laborers contribute at least one day's income each year; union members, youth, and teenagers save to help at least 50,000 VND; Each household with an average or higher standard of living supports at least 100,000 VND.
The Presidium of the Central Committee of the Vietnam Fatherland Front acknowledges and expresses gratitude to all the benevolent hearts and noble deeds so that the poor and disadvantaged can have a more and more fulfilling life. The Standing Committee of the Central Committee of the Vietnam Fatherland Front will provide specific instructions on how to support and establish a fund for close monitoring and commitment to use it for the right purpose, effectively, publicly and transparently.
