For many years, Ho Chi Minh City has been the locality with the most beauty establishments. As of the end of August 2024, the city had 37 cosmetic hospitals; 31 cosmetic plastic surgery departments in hospitals; 290 cosmetic clinics; 3,891 non- medical cosmetic service establishments (spas, skin care, etc.).
Beauty is a legitimate need, including cosmetic surgery. However, over time, due to high profits, cosmetic surgery has many variations, causing harm to health and many long-term consequences. |
The leader of the Ho Chi Minh City Dermatology Hospital said that each year, the hospital receives about 200 - 500 cases of medical incidents in internal cosmetic surgery. 69% of these incidents are related to injection procedures; 16% of the cases are related to laser and light procedures; 10% are due to chemical cosmetic procedures...
In the cases of complications, 77% of patients had cosmetic procedures at facilities that did not ensure quality; 13% had them done at home. Medical incidents in internal cosmetic surgery are very diverse in severity, from mild to very severe. Patients can suffer from common complications such as skin rashes, melasma, etc. to infection, necrosis, subcutaneous hemorrhage, and blindness.
According to the representative of the Inspectorate of the Ho Chi Minh City Department of Health, the root cause of unsafe beauty treatments is due to the capacity of practitioners and facility managers not meeting requirements; false advertising on social networks is not well controlled; the situation of "underground" training and vocational training is common...
Not only Ho Chi Minh City has "blossoming" cosmetic services, many other localities are also in the peak of the boom, notably Hanoi and Da Nang.
Due to the increasing social demand, most hospitals have departments (or facilities) providing this service, as if competing with “underground” facilities. Many inter-sectoral inspections have revealed an alarming situation, which is that such facilities employ untrained technicians.
According to information from Viet Duc Friendship Hospital and Central Dermatology Hospital, the hospital has been continuously admitting patients due to cosmetic complications.
Regarding the punishment of violations in cosmetic surgery, in Ho Chi Minh City, there have been continuous inspections and handling of violations. For example, on August 28, Paris Cosmetic Dentistry Hospital was asked to immediately stop cosmetic surgery because it did not ensure patient safety conditions.
Previously, in July 2024, the Department of Health Inspectorate issued a decision to fine Paris Hospital of Odonto-Stomatology and Aesthetics for the violations of "Practitioners not registering to practice medical examination and treatment according to the provisions of law" and "Not implementing the reporting regime on medical examination and treatment activities according to the provisions of law".
At the time of inspection, a doctor of this hospital was also punished by the Health Department Inspectorate for "Making a medical record but not clearly and fully stating the items in the medical record according to the form prescribed by law" with the additional penalty of having his medical practice certificate revoked for 2 months.
Inspectors also discovered a case in Da Nang that used cleaners to beautify customers. While according to regulations, a doctor practicing cosmetic surgery must have at least 54 months of medical examination and treatment experience.
On June 19, 2024, the Ho Chi Minh City Department of Health requested to immediately suspend all surgical and procedural activities at Korea Star - Sao Han Cosmetic Surgery Hospital (abbreviated as Korea Star - Sao Han Hospital), and at the same time send an additional working group including surgical safety experts from the City Health Department to this hospital to inspect, evaluate and identify risks affecting patient safety at this hospital and report to the Ministry of Health.
According to experts in the field of cosmetic surgery, the reason why many of these service facilities are so cheap is because they import "goods" that are floating around, cheap, and cannot control quality, which can easily lead to complications and the results are not long lasting.
In fact, the overly lenient regulations on operating conditions have led to difficulties in managing beauty service establishments. Unlicensed beauty establishments are increasingly operating beyond control, causing serious consequences for the health of many people.
Experts say that cosmetic surgery services bring high profits; many individuals and organizations are willing to commit violations. Therefore, there should be some solutions to improve the effectiveness of state management, specifically, it is necessary to tighten the operating conditions of cosmetic service establishments.
At the same time, it is necessary to regularly conduct inspections and checks on the operations of these facilities to promptly detect and handle violations.
In addition, it is necessary to increase the fines for these violations to ensure that the fines are sufficient to deter violators. Lawyer Hung also said that there are many cases of cosmetic surgery performed without any commitment or contract, or even without receipts, so when filing a complaint or wanting to protect one's rights, it is very difficult.
Associate Professor, Dr. Nguyen Hong Ha, Head of the Department of Plastic Surgery, Viet Duc Friendship Hospital, said that to avoid deaths or serious complications caused by cosmetic surgery, the Ministry of Health, health departments and district/county health centers must have a management mechanism. Accordingly, localities (specifically the People's Committee and police of wards/communes or residential groups, hamlets...) must all be responsible for supervision.
